Inhaltsangabe: Einleitung: Aufgrund sich ändernder wirtschaftlicher Rahmenbedingungen, welche den Großteil der Unternehmen betreffen und in letzter Konsequenz auch für die Mitarbeiter gelten, ist es notwendig, dass die Unternehmen adäquat den Herausforderungen der Zeit begegnen. Diese Herausforderungen oder Änderungen verlangen auch von den Mitarbeitern einen hohen Grad an Flexibilität, da diese sich permanent neu orientieren, weiterbilden und bewähren müssen. Diese Anpassungsfähigkeit beider Akteure ist auch notwendig, um den Änderungen entsprechen zu können und schlussendlich negative Effekte zu vermeiden. Aufgrund der Arbeitsmarktsituation und der damit verbundenen hohen Arbeitslosigkeit in der EU bzw. in Österreich sowie dem Trend der Auslagerung von Unternehmensteilen in Länder der EU-Beitrittstaaten (01.05.2004) ergibt sich die Notwendigkeit, innovative Arbeits- bzw. Beschäftigungsprogramme zu entwerfen. Vollbeschäftigung ist in Österreich seit Anfang der 70er-Jahre nicht mehr feststellbar. Zu der damaligen Zeit waren im Gegensatz zu heute nur etwa 35.000 Personen arbeitslos. Im Vergleich zu 1970 ist im Februar 2004, auf einer absoluten Beschäftigtenanzahl von 3.119.300 Personen basierend, eine Arbeitslosenrate von 8,80 % (= 274.498 Personen) bzw. eine saisonbereinigte AL-Rate nach EU-Berechnung von 4,5 % (= 140.368 Personen) zu verzeichnen gewesen. Um eine erfolgreiche Umsetzung dieser arbeitsmarktpolitischen Aufgabe zu erzielen, sind alle Wirtschaftsakteure sowie Interessengruppen gefordert, ihren Beitrag zu leisten. Sowohl Unternehmer und Dienstnehmer in Vertretung durch die Sozialpartner als auch die Regierung und somit der Staat Österreich müssen interessiert sein, eine zeitgerechte Flexibilisierungsanpassung des Arbeitsmarktes zu erreichen, um den Wirtschaftsbedingungen zu entsprechen.
