In Hellas drangt die Demokratie auf die See, werden die grafsen Freiheitschlachten auf der See geschlagen, erhalt der nationale Ge danke an Bord seinen kraftigsten Ausdruck. In Rom ist der Adel mit seiner fremden Bildung, seinen Sklaven und Freigelassenen Trager der maritimen Politik, fuhrt die Kriege mit Tarent und Karthago, mit Makedonien und Asien herbei, betreibt den Erwerb auslandischer Besitzungen. An Wagemut und Unternehmungslust hat die Volkspartei dem Adel nicht nachgestanden; aber sie will in landische Eroberungen, will die Grenzen Italiens erweitern, erzwingt dem Senat zum Trotz das Vorrucken bis an den Po und den Fufs der Alpen. Beide Richtungen haben im Widerstreit mit einander dem namlichen Ziel zugefuhrt: eine jede Vergrofserung des ager Ramanus d. B. Des festlandischen Gebiets diente nur dazu die Basis auf der die Weltherrschaft ruht, breiter und sicherer zu ge stalten. Bis zum Anfang des vierten vorchristlichen Jahrhunderts bedeutete trans Tiberim Feindesland. Freilich giebt der Strom hier so wenig wie anderswo die scharfe Grenze ab welche die gemeine Vorstellung mit Wasserlaufen zu verbinden pflegt, Konig Romulus hat der Sage nach bereits seine Herrschaft am rechten Ufer bis aus.
