Magisterarbeit aus dem Jahr 2004 im Fachbereich Politik - Internationale Politik - Thema: Frieden und Konflikte, Sicherheit, Note: 1.0, Ludwig-Maximilians-Universität München (Geschwister-Scholl-Institut für politische Wissenschaften), Sprache: Deutsch, Abstract: Der Irak-Konflikt, der hier in der Zeit von 1990 - 2003 untersucht wird, ist in mehrfacher Hinsicht einmalig. Zum ersten Mal seit Gründung der UNO im Jahre 1945 versuchte ein Mitglied der Organisation ein anderes Mitgliedsland durch eine Aggression und nachfolgende Annexion auszulöschen. Gleichzeitig stellte der II. Golfkrieg einen Präzedenzfall dergestalt dar, dass das System kollektiver Sicherheit (SKS) im Sinne der UN-Charta seine volle Anwendung zu finden schien. Die neu gewonnene Geschlossenheit der internationalen Staatengemeinschaft ermöglichte die Errichtung des umfassendsten Sanktionsregimes in der Geschichte der UNO. Erstmals wurden Mitgliedstaaten durch ein Mandat des Sicherheitsrates zudem autorisiert, in den Krieg zu ziehen. Der Optimismus, die UNO könne nun endlich die ihr zugedachte Rolle bei der Wahrung und Wiederherstellung des Weltfriedens und der internationalen Sicherheit wahrnehmen, war zwar nicht unbegründet, rückblickend betrachtet aber zu hoch gegriffen. Denn die für die Funktionsfähigkeit des SKS der UNO notwendige Geschlossenheit der Staaten war nur von kurzer Dauer. Mitte der 90er-Jahre brach die Koalition des II. Golfkriegs infolge unterschiedlicher Ansichten darüber, wie der Irak zu einer Einhaltung seiner nach dem verlorenen Krieg 1991 eingegangenen Verpflichtungen bewogen werden könnte. Die Spaltung des Sicherheitsrates in der Irak-Frage führte im Frühjahr 2003 zu einer Lähmung des Gremiums. Ein Mandat für einen III. Golfkrieg wollte es nicht erteilen, konnte diesen aber auch nicht verhindern. Die UNO musste zusehen, wie die USA und ihre Alliierten einen völkerrechtlich höchst umstrittenen Krieg führten.
