The present volume comprising Lord Irwins speeches and the addresses delivered before the two Central Legislative bodies, year by year, were composed with great care, so as to comprise not only a record of events but also a definition of fundamental principles. The speeches which had their own special value as explaining Lord Irwins position have been included. Viceroys educational speeches which had chiefly to do with the future dealing with the present conditions of things in India and an epilogue at the end of the volume as the address given before Toronto University after Lord Irwin had completed his full five years of office as Viceroy of India have also been included. It contains a valuable summary of his mature thoughts on the problem of India as a whole.
