Beate Kasper macht deutlich, dass der Einsatz von Instrumenten aus dem Qualitätsmanagement nicht zum Erfolg von Schülerinnen und Schülern beiträgt und die Schulqualität nicht verbessert. Vermittelt über eine grundsätzliche sprachanalytische Kritik des Qualitätsbegriffs - u. a. mit Searle und Wittgenstein - gelingt es, eine Parallele zwischen der Qualitätsdefinition vor der Aufklärung und der gängigen Definition im Qualitätsmanagement herzustellen. Anhand von Befragungen von Schulleitungen und Lehrkräften in zwei Sekundärstudien kann die Autorin zeigen, dass die beteiligten Akteure aus den Schulen ebenso wie aus der Bildungspolitik und der Bildungsverwaltung jeweils ihren eigenen Interessen nachgehen und tradierte Muster nicht verlassen. Die governanceanalytische Einordnung der Ergebnisse mündet in der Feststellung, dass ein Paradigmenwechsel von der Input- zur Outputsteuerung im Modus der Behauptung stattfindet.
