Si la force, les chances de la fortune, le droit brutal de la guerre, l'abus d'une supériorité due à la science, à l'habileté ou à la ruse, sont les seules causes qui ont donné naissance aux castes privi légiées de l'orient et aux aristocraties de l'occi dent, c'cst un fait auquel il ne faut pas chercher d'autre explication que la part laissée dans le monde à la fatalité par la providence mème du Créateur; c'est un fait dont l'histoire ne peut pas nier l'importance, mais dont elle peut con tester la légitimité. Si au contraire les peuples ne se sont pas soumis uniquement par aveugle ment ou par impuissance à cette suprématie des classes d'élite, sorties de leur sein ou bientôt adoptées par eux, s ils leur ont accordé des pri vilèges comme récompenses de services rendus comme moyens d'en rendre de nouveaux, emème comme un hommage de la faiblesse hu maine â toute mission divine; si enfin l'organi sation sociale, née partout de ce fait répété, a contribué aux progrès de la civilisation, a con duit plus sûrement chaque peuple à sa destinée, non, ce n'est pas là un fait de hasard; c'est plu tôt, ce fut au moins longtemps la condition de l'existence des Etats et de leur développement. L'humanité a eu besoin, plus longtemps qu'on ne l'avoue, de cette tutelle, dont toute chose qui naît et grandit ne peut ètre privée en ce monde sous peine de périr. Après la tutelle de Dieu, dont personne n'ose douter, et que les individus et les peuples invoquent également, à qui les hommes, au moins dans l'enfance des sociétés, pouvaient-ils mieux confier la conduite de leurs destinées qu'aux meilleurs d'entre eux? C'est là que fut la légitimité des aristocraties. Nous ne prétendons pas que, dans les faits, les Etats soient arrivésà cette perfection idéale des gouverne ments. La perfection n'est pas de ce monde. Mais l'homme a été créé pour aspirer sans cesse à ce modèle divin, dont l'amdurl'éloigne du mal et le rapproche du bien. Ainsi s'accomplit la civilisation. Si des castes de l'orient aux aristocraties de l'occident il y a en progrès, si dans le monde, depuis son origine, la somme de bien s'est accrue, non pas malgré les classes privilé giées, mais grâce à leur concours, elles n'ont manqué ni aux desseins de la providence, ni à la confiance des peuples.
