¿Por qué nuestros "padres fundadores" no pudieron organizar constitucionalmente el país en los Congresos de 1816-1819 y 1824-1827? ¿Y por qué las provincias rechazaron las constituciones de 1819 y 1826?Ambos Congresos, además de "constituyentes", fueron "fundacionales" porque abordaron los temas críticos de la vida política argentina como ninguna otra asamblea. Y, también, ambos afrontaron el conflicto original provocado por las condiciones dispares entre Buenos Aires y el resto de las provincias. Hoy, doscientos años después, aquel conflicto original se ha convertido en una verdadera "grieta" en constante crecimiento. Y aquel "orden natural de las cosas", que defendían los diputados porteños para justificarla, ha prevalecido por sobre la "injusticia" de las "instituciones" que denunciaban los del interior.

JULIO SAGUIR es Licenciado en Filosofía y en Historia (Universidad Nacional de Tucumán), y Doctor en Ciencia Política (Universidad de Chicago). Ha sido investigador del CONICET y docente universitario de grado y posgrado en temas de Teoría Política y Análisis Institucional.Ha sido Ministro de Educación de la Provincia de Tucumán y es Secretario de Planeamiento del actual Gobierno de esa provincia. En esta última área, se ha especializado en temas de gestión pública y de innovación y modernización del Estado y participa en diversas conferencias y seminarios nacionales e internacionales sobre estas temáticas.Además de artículos y notas en revistas especializadas, ha publicado previamente en esta editorial ¿Unión o secesión? Una comparación entre los procesos constituyentes de Estados Unidos (1776-87) y Argentina (1810-60).Recientemente, ha sido Académico Visitante en la Universidad de New York.
