Dans ce livre, l'économiste belge Gustave de Molinari explore les conditions dans lesquelles la guerre, après avoir été utile au genre humain, est entrée dans une période de décadence. En tant que moyen d'acquisition et de protection de richesse, la guerre a fourni, par son développement historique, une puissance productive telle que les peuples civilisés ont été à l'abri des attaques venant de peuples pillards. Cette puissance productive a été de deux sortes: une puissance dans l'art de la destruction, facilitant la défense des peuples et menaçant tout adversaire potentiel; et une puissance dans la production, reliant les nations par l'intérêt commercial et faisant naître des masses de richesses que la paix seule pourrait conserver et accroître. Mais dès lors, l'emploi de la force armée n'était plus justifié la guerre était devenue néfaste et devait infliger désormais, sans la compensation d'une augmentation de sécurité, des dommages croissants à l'ensemble de la communauté civilisée. Dès lors, surtout, la paix devenait la condition nécessaire d'existence des sociétés. Molinari soutient en outre que la persistance de l'état de guerre dans des sociétés qui ne peuvent grandir que dans la paix, s'explique en grande partie par ce fait trop peu compris que dans tous ces États, quelle que soit la forme de leur gouvernement, monarchie absolue, constitutionnelle ou république, la direction des affaires publiques demeure entre les mains d'une classe intéressée à la persistance de l'état de guerre et de l'énorme et coûteux appareil de destruction qu'il nécessite. Grandeur et décadence de la guerre est aussi un livre prophétique. Écrit en 1898, il anticipe avec une justesse étonnante la situation européenne, ce magasin à poudre que le frottement d'une allumette peut faire sauter . Sans la création d'une organisation internationale de conservation de la paix, d'une ligue des neutres et d'un tribunal de résolution des conflits, qu'il appelle de ses voeux, Molinari prédit une guerre terrible, plus sanglante et destructive qu'aucune des guerres précédente . En un temps où l'on commémore le premier conflit mondial et que la question de la paix et de la guerre reste parfaitement actuelle, on relira avec intérêt l'ouvrage de ce grand économiste libéral.
