Wie konnten die innergewerkschaftlichen Kontroversen zumindest so weit aufgelöst werden, dass eine verbandsweit getragene Forderung nach einem allgemeinen gesetzlichen Mindestlohn aufgestellt werden konnte? Im Januar 2019 jährt sich die Einführung eines gesetzlichen Mindestlohnes in Deutschland zum vierten Mal. In den langwierigen und kontroversen Diskussionen im Vorfeld dieser Einführung wurde oft auf die 1918 im Stinnes-Legien-Abkommen festgeschriebeneTarifautonomie Bezug genommen und sie war wohl das am häufigsten bemühte Argument. Interessanterweise diente dieses Argument beiden Lagern: Während seine Befürworter in einem gesetzlichen Mindestlohn eine Stärkung der Tarifautonomie sahen, stellte er für seine Gegner einen eklatanten, nicht hinzunehmenden staatlichen Eingriff in das Tarifsystem dar, der das Prinzip der Tarifautonomie gänzlich unterlaufe. Diese unterschiedliche Lesart war unter anderem verantwortlich für eine etwa ein Jahrzehnt andauernde innergewerkschaftliche Debatte, die erst 2006 auf dem Bundeskongress des Deutschen Gewerkschaftsbundes (DGB) mit dem Beschluss, einen gesetzlichen Mindestlohn zu fordern, eine verbandsweit gemeinsame Richtung einschlug und in die 2007 begonnene Mindestlohn-Kampagne des DGB mündete. Bei der innergewerkschaftlichen Debatte zeichneten sich schnell zwei Lager ab: Dienstleistungs- vs. Industriegewerkschaften, wobei die Dienstleistungsgewerkschaften (Nahrung-Genuss-Gaststätten (NGG) und Vereinte Dienstleistungsgewerkschaft (ver.di)) als Befürworter und die Industriegewerkschaften (IG Metall und IG BCE) als Gegner eines gesetzlichen Mindestlohnes auftraten.
