English summary: In this volume, those works by Hugo Preuss which were written between the beginning of the November Revolution in 1918 up to his death in October 1925 are presented along with commentaries. In these writings, he addressed the general public. They are supplemented by several interventions in the Prussian parliament, of which he was a member for the German Democratic Party, and newspaper reports on public speeches he gave. Many of the essential features of his articles anticipated modern insights of political science and democratic theory. Preuss, an architect of social liberalism, saw the future national anthem, Einigkeit und Recht und Freiheit, (Unity and Law and Freedom) as a bridge between the 1848 Revolution and the modern social state governed by the rule of law. Thus national unity, political freedom and social law are the central ideas in the Weimar Constitution. German description: Einem breiteren Publikum ist Hugo Preuss als der Weimarer Verfassungsvater bekannt geworden. Bislang weniger beachtet wurde aber, welche Elemente der Weimarer Verfassung von ihm gepragt wurden und wo er Zugestandnisse machen musste. Kein Geringerer als Max Weber, der einen kompetenzstarkeren Reichsprasidenten erstrebte und als Suddeutscher auch die Eigenstandigkeit der Lander mehr betonte, lobte am Ende der Beratungen, mit welch glanzender Prazision und Sachlichkeit Preuss die Verhandlungen gefuhrt hatte. Mit diesem Band werden jene zahlreichen Schriften prasentiert und kommentiert, mit denen Preuss sich vom Beginn der Novemberrevolution 1918 bis zu seinem Tode im Oktober 1925 an eine breitere Offentlichkeit wandte. Die theoretischen Begrundungen seines politischen Handelns sind dem Band 2 vorbehalten. Erganzt wird dieses Gesamtbild durch einige Reden aus dem Preussischen Landtag, dem er fur die DDP angehorte, und Zeitungsberichte uber offentliche Reden und Vortrage. Viele seiner Beitrage haben in Grundzugen bereits heutige Einsichten der Politikwissenschaft und Demokratietheorie vorweggenommen. Die kunftige Nationalhymne Einigkeit und Recht und Freiheit verstand der moderne Sozialliberale Preuss als Brucke von der 1848er Revolution zum sozialen Rechtsstaat der Gegenwart: Die nationale Einigkeit, die politische Freiheit und das soziale Recht sind so die Leitgedanken der Verfassung von Weimar.
