English summary: This volume contains the political writings of Hugo Preuss from 1885 up to the end of World War One. In unifying Germany, Bismarck was able to carry out some of the demands made by the liberals. However at the same time he had broken the strength of the liberal movement. In view of the liberalism crisis, Preuss wanted to forge links to the democratic labor movement, which had been done in England by the Fabian Society and in France by Jean Jaures and the radical socialists. It was not until the empire collapsed in military defeat that he was able to realize the concepts of reform which had up to that point been limited to municipal politics in Berlin. German description: Dieser Band umfasst die politischen Schriften von Hugo Preuss aus der Zeit von 1885 bis zum Ende des Ersten Weltkrieges, in denen sich Preuss mit dem Sonderweg des deutschen Liberalismus auseinandersetzt. Schwerpunkt seiner politischen Analysen war die Schwache und Zerfahrenheit des deutschen Liberalismus. Bismarck hatte einen Teil der liberalen Forderungen verwirklicht, indem er die Einheit Deutschlands herstellte. Aber zugleich hatte er die Kraft der liberalen Bewegung gebrochen. In dieser Krise des Liberalismus wollte Preuss eine Brucke zur demokratischen Arbeiterbewegung schlagen, wie das in England die Fabian Society und in Frankreich Jean Jaures und die Radikalsozialisten zu Wege gebracht hatten. Im Krieg verurteilte er die imperialistischen Exzesse der alldeutschen sogenannten Vaterlandspartei, trat fur einen Verstandigungsfrieden ein und wollte den preussisch-deutschen Obrigkeitsstaat durch einen parlamentarischen Volksstaat uberwinden. Eindringlich warb er darum, in Europa freund-nachbarliche Verhaltnisse herzustellen, um die gefahrliche Selbstisolierung zu uberwinden. Erst als das Kaiserreich in der militarischen Niederlage zusammenbrach, konnte er versuchen, sein Reformkonzept, das sich bisher auf die Berliner Kommunalpolitik beschrankt hatte, zu verwirklichen. Die Weimarer Republik wurde jedoch von ihren Gegnern zerstort, die Neuordnung hatte erst nach dem Ende des Zweiten Weltkrieges bleibenden Erfolg.
