Ein gro�er �bel stand ist die geringe wirtschaftliche und finanzielle Leistungs fahigkeit. Ru�land kann bei der geringen Entwicklung seiner Industrie Waffen und Munition nicht in gen�genden Mengen erzeugen und. Hat auch nicht die ge n�genden finanziellen Mittel, um ihre Einfuhr zu bezahlen. Darum ist es seit meh xereu Jahrhunderten jenes eigent�mliche B�ndnis mit Frankreich eingegangen, das ihm das Geld f�r seine R�stungen geliefert hat. In diesem Kriege ist ihm auch England mit Geld beigesprungen, und da Frankreich und England die Waffen und Munition, die sie herstellen konnten, selbst brauchten und auch deren Ein fuhr auf der Westseite erschwert war, hat Ru�land sie aus den Vereinigten Staaten und von Japan bezogen, denn die weitere Entfernung und die hohen Transportkosten kommen daf�r nicht in Betracht. Aber in dieser Notwendigkeit, Waffen und Muni tion von ausw�rts und auf fremde Kosten zu beziehen, liegt eine gro�e Stahw�che und Gefahr. Auch die Versorgung des Heeres und Volkes mit Lebensmitteln ist keineswegs so gut, wie man es in einem wesentlich agrarischen Lande erwarten k�nnte, zumal in einer Zeit, in der das Getreide und die anderen Erzeugnisse der Landwirtschaft wegen der Absperrung des Landes nicht ausgef�hrt werden k�nnen; die Schuld liegt an den M�ngeln der wirtschaftlichen Organisation und des Ver kehrswesens.

Ein kontinentales Riesenreich wie das russische mu� ein dichtes und gut arbeitendes Eisenbahnnetz haben, wenn seine wirkliche Wehrkraft den gro�en Zahlen einigerma�en entsprechen soll; es mu� im Stande sein, seine Truppen schnell an beliebige Stellen des Reiches zu bringen und ihnen ihren Bedarf an Vorr�ten jeder Art nachzuf�hren. Im russischen Reiche hatte die Ausbildung des Ve1kehrs mit der Eroberung und Kolonisation lange Zeit gar nicht Schritt gehalten; erst nach der Mitte des vorigen Jahrhunderts hat der Bau von Eisenbahnen �berhaupt begonnen, erst in den letzten Jahrzehnten ist das Eisenbahnnetz im europ�ischen Ru�land dichter ausgebaut und sind Eisenbahnen bis an den stillen Ozean und die persischen Grenzen gebaut worden. Ohne die sibirische Eisenbahn h�tte Ru�land gegen Japan �berhaupt nichts tun k�nnen; sie hat ihm wenigstens einen langen Widerstand m�glich gemacht. Mit Hilfe der transka3pischen Bahn kann es an einen Angrifl auf Indien denken. Auch die wesentlich nach strategischen R�cksichten gebauten Bahnen der westlichen Landesteile leisten ihm in diesem Kriege sehr wertvolle Dienste. Aber mit unseren Bahnen lassen sie sich doch gar nicht ver gleichen, und bisher bedeutet die geringe Ausbildung des Verkehrswesens eine gro�e milit�rische Schw�che Ru�lands.
