Hunger gibt es auch, wenn es mehr als genug Nahrung in Laden und Markten zu kaufen gibt. Selbst wenn diese mit Nahrung uberquellen, konnen Menschen in direkter Nachbarschaft an Hunger sterben, wenn sie nicht das Geld haben, Nahrungsmittel zu kaufen. Sens verfugungsrechtlicher Ansatz hat dazu beigetragen, dass wir heute Ernahrungssicherheit nicht nur an Hand von Nahrungs¬pro¬duktion Hungersnote sind keine von Gott gesandten Schicksale, keine „Naturkatastrophen“. Hunger ist das Ergebnis gesellschaftlicher Strukturen. Hunger ist nicht einfach da, sondern Hunger wird gemacht. Um Hunger ein Ende zu setzen reicht es nicht aus, einfach mehr Nahrung zu produzieren (so schwierig allein schon dies ist), sondern Hunger wird nur verschwinden, wenn gesellschaftliche Strukturen verandert werden, die Menschen daran hindern genugend Nahrung fur sich anzubauen oder zu kaufen. Indien erlebt heute einen wirtschaftlichen Aufschwung wie noch nie in ihrer nun mehr als 60 Jahre Unabhangigkeit. Und dennoch leben in dem Land mehr hungernde Menschen als irgendwo anders auf der Welt. In diesem Buch wird Hunger als offensichtlichstem Scheitern von Entwicklung angesehen. Hunger ist Symbol dafur, dass es eine Gesellschaft nicht fertig bringt, allen Burgern und Burgerinnen wenigsten das Allernotwendigste zum Leben zu ermoglichen. Das Buch ist eine Kritik an gesellschaftlichen Strukturen und Prozessen in Indien, die dem modernen, dem stadtischen Indien Prioritat einraumen und dabei das landliche Indien ausbeuten und Menschen, die dort leben. Das Buch ist ein Fragment, ein Versuch zu hinterfragen, was ein wirtschaftliches System erreichen soll, und wie Indien in mehr als 60 Jahren Unabhangigkeit diesbezuglich abgeschnitten hat. Vorstellungen von Johan Galtung und Mohandas Karamchand (M.K.) Gandhi werden dabei angesprochen, um Alternativen zu gangigen Wirtschaftstheorien anbieten. Alternativen nicht, um auf anderen Wegen als den eingeschlagenen eine Massenkonsumgesell¬schaft zu erreichen, sondern Wege um Gewalt, Umweltzerstorung, Missachtung der Menschen¬wurde zu verringern, die durch wirtschaftliche Prozesse entstehen. Das Buch bleibt auch deshalb Fragment, weil es keine konkrete Utopie entwickeln kann, wie es Indien besser machen konnte als dies geschieht. Missbehagen mit der stattfindenden wirt¬schaftlichen, sozialen und politischen Entwicklung fuhrt nicht zu Losungsvorschlagen oder wenigstens zum Versuch eine alternative Entwicklungsstrategie zu umreisen. Die Komplexitat der Materie, und die Dimension der Probleme lassen dies nicht zu. Bewirkt werden soll aber ein Nachdenken beim Leser daruber was Wirtschaft erreichen soll, und wo Grenzen unserer eigenen Konsumgesellschaften gesteckt wurden mussen.
