Auch öffentliche Verwaltungen setzen inzwischen die Akzente auf Innovationen, der Stellenwert der kleinen und mittleren Unternehmen bezüglich der Schaffung von Arbeitsplätzen, hohe erforderliche Flexibilität oder das Innovationspotenzial gerät jedoch mittelfristig in Gefahr, weil die erforderlichen Voraussetzungen und Rahmenbedingungen zu spät erkannt werden und entsprechende Maßnahmen in den Organisationen nicht rechtzeitig ergriffen werden. Unumstritten gilt, dass eine Organisation ohne Menschen nicht möglich ist. Selbst in der Zeit der Technik, in der viele Aufgaben bereits von Maschinen und Computern übernommen werden, kann die Arbeit eines Menschen nicht ersetzt werden. Gerade im Dienstleistungsbereich, beispielsweise bei beratenden, organisatorischen Funktionen oder Führungsaufgaben nimmt der Mensch eine wesentliche Rolle ein. Die Technik wirkt hier nur unterstützend. Ein enormer Wissenszuwachs der von einer Person schwer erfasst werden kann kommt hinzu und macht somit die Zusammenarbeit vieler vielfältig spezialisierter Menschen notwendig. Viele Organisationen unterziehen Anlagen und Maschinen regelmäßigen Wartungsarbeiten. Das Personal wird oft nur als Kostenfaktor gesehen und findet wenig Beachtung. Menschen sollen möglichst unkompliziert handzuhaben sein, keine Ansprüche stellen und immer funktionieren. Dabei wird oft vergessen, dass Menschen unterschiedlich sind und im Gegensatz zu Maschinen einander nicht gleichen. Menschen brauchen genauso wie Maschinen Energie.
