The first view point, in fact, however, in many countries teachers' earnings have increased considerably less sharply than those other groups. Teachers may feel worse off, because of their decline in status relative to other professional groups. This circumstance could well explain part perhaps an important part of the apparent lack of impact on learning outcomes of increase in real per student spending over time.
