Angst ist allgegenwärtig. Wochenlang traut sich niemand vor die Türe. Eine ganze Stadt unter Hausarrest. Geschäfte werden geplündert. Szenen, die an die Fiktion eines gesellschaftlichen Zusammenbruchs erinnern. Eine prekäre Situation. Die Polizisten fordern bessere Arbeitsbedingungen. Die oft lebensgefährliche Arbeit ist schlecht bezahlt. Manchmal bleiben die Gehälter ganz aus. Die Familien der Polizisten machen Druck und blockieren das Polizeirevier. Die Regierung verweigert den Dialog und befiehlt statt dessen dem Militär die Situation wieder in den Griff zu bekommen. Karneval. Sambaschulen ziehen durch die Stadt - inmitten des Aufstandes, gesichert durch eine weitere beängstigende Prozession: die der Armee, bewaffnet mit Gewehren und Panzern. Doch die düstere Parade bringt keine Sicherheit. Erinnerungen werden wach an Unterdrückung und Diktatur. Nach der Krise wird nicht ein Tag der Staatstrauer ausgerufen. Die Nachrichten verstummen. Dumpfes Schweigen. Das Leben geht weiter. Doch die Trauer um die Toten wird noch lange bleiben.

Vitoria, Espírito Santo, Fevereiro de 2017: a polícia militar entra em greve. Um fenômeno que não pode existir, não é permitida a greve da polícia. 199 pessoas morreram em três semanas. O medo é onipresente. Por semanas, ninguém ousou sair às ruas. Toda a cidade está em toque de recolher. Lojas são saqueadas. Cenas distópicas que lembram o colapso da sociedade. Uma situação precária. Policiais exigiram melhores condições de trabalho. Seu trabalho, frequentemente, incorre em risco de morte e é mal pago. Algumas vezes, os salários sequer são pagos. As famílias dos policiais querem criar pressão e ocupar as delegacias. O governo recusa dialogar e ordena que militares tomem o controle da situação. Carnaval. Escolas de samba desfilam pela cidade - entre os tumultos, protegidos por outro desfile assustador: o exército, com armas e tanques. Mas a parada sombria não traz segurança. Memórias voltam da ditadura e opressão. Após a crise, nem mesmo um dia de luto nacional é declarado. As notícias cessam. Silêncio enfadonho. A vida segue. Mas o luto por aqueles que morreram durará por um longo tempo.

Vitória, Espirito Santo, February 2017: the military police strikes. A phenomenon that cannot exist, police is not allowed to strike. 199 people die in three weeks. Fear is omnipresent. For weeks nobody dares to step outside. A whole city is under curfew. Shops are looted. Dystopian scenes that remind of the breakdown of society. A precarious situation. Policemen demand better conditions of work. Their work is often life-endangering and badly paid. Sometimes salaries are not paid at all. The policemen's families want to build up pressure and occupy the police station. The government refuses to enter into a dialogue and instead orders the military to gain control of the situation. Carnival. Samba Schools parade in the city - among the riots, protected by another frightening parade: the army, armed with guns and tanks. But the dark parade does not bring safety. Memories come back of dictatorship and oppression. After the crisis not even one day of national mourning is appointed. News break off. Dull silence. Life goes on. But the mourning over those who died will last for a long time.
