El leer y escribir son los fundamentos de la comunicación, así como de la educación continua; dada la importancia de las capacidades comunicativas para la convivencia y para la colaboración, es razonable pensar que las capacidades de lecto-escritura son básicas al ejercicio de la ciudadanía democrática. Solo los buenos lectores pueden comprender críticamente los mensajes de quienes aspiran a representarlos. La lectura permite también desarrollar la imaginación, y con ello sienta las bases para imaginar formas de continua profundización de la democracia. La escritura permite también a los estudiantes descubrir su voz, y con ello expresar sus demandas y expectativas a través de los diversos canales de participación democrática. En este libro, Fernando Reimers examina en qué medida las escuelas en América Latina apoyan el desarrollo de estas competencias comunicativas de lectura y escritura, y con ello de qué forma permiten a los estudiantes desarrollar competencias para el ejercicio de la ciudadanía. A partir de un análisis de resultados de encuestas y de evaluaciones del desempeño estudiantil, de estudios de programas nacionales y de la síntesis de investigaciones sobre el desarrollo lector, los varios capítulos de este libro ofrecen una rica base para comprender y apreciar los logros de la escuela latinoamericana en la construcción de ciudadanía democrática así como las oportunidades para profundizar las capacidades de educar a todos para que puedan leer y escribir una auténtica y profunda cultura democrática cotidiana.

Reimers es profesor de políticas educativas comparadas en la escuela de postgrado en educación de la Universidad de Harvard, donde dirige el programa de maestría en política educativa internacional así como la Iniciativa Global de Innovación Educativa, un esfuerzo de investigación y acción para mejorar la calidad y relevancia de la educación pública. Es un experto en el estudio y desarrollo de programas para mejorar la calidad y relevancia de la educación, en particular de programas para empoderar a los estudiantes como ciudadanos globales. Asesora a gobiernos e instituciones educativas en distintas partes del mundo, y ha desarrollado varios programas de estudio y de formación profesional para desarrollar las capacidades para el ejercicio ético de una ciudadanía responsable, tolerante y global.
