About the Book

Tracing the history of the many famines that have devastated the country from 1860 to 1947 in Part I of the book, which is a reprint of the earlier edition, the authors proceeds in in Part II to dwell on related issues like India’s food problem and policy, the growth of agriculture and the creation of a food security system since Independence. The two parts complement each other. The book thus provides a comparative study of the food and policy approach adopted under the colonial and democratic rule to the basic problem of poverty, growth of foodgrains production and prevention of famine. A failout of the commercialization of Indian economy promoted by the British after 1860 to suit their imperial interests, famine became an endemic malady between 1860 and 1908 when 20 famines and scarcities were recorded. The basic cause of this was that agriculture failed to keep pace with the expansion of growth of demand of foodgrains for domestic consumption and for exports. The book describes how this stagnation on the farm front was compounded by the rising impoverishment of the rural masses, which pushed the cultivators, the landless labourers and the artisans to the brink of a hand-to-mouth existence in normal times and starvation when rains failed. In the post-independence period, on theother hand, the national government proceeded boldly, after 1966, to adopt policies that would raise food production substantially and make India free from the threat of famine once for all.
