En fevrier 1986, ils etaient nombreux ceux qui croyaient qu'une fois la longue et brutale dictature hereditaire des Duvalier renversee, Haiti allait rejoindre le peloton des pays democratiques et en developpement. Cependant, il n'en fut rien. Au contraire, les Haitiens offrent depuis 19 ans, le spectacle hideux d'un groupe d'hommes et de femmes, dont certains sont formes dans les plus grandes universites des pays du Nord, incapables de consensus pour bien gouverner leur pays et ainsi, faciliter l'acces de la population a un mieux etre.
Crise profonde et permanente d'une societe divisee, voire eclatee. Aussi, en l'espace de 10 ans, le pays a connu deux interventions de forces etrangeres; question pour les Etats-Unis en tout premier lieu d'eteindre les incendies dans son « Back yard . Sur le plan economique, le desastre cause par l'instabilite politique est tel que le pays ne peut plus utilement fonctionner sans l'assistance etrangere. La classe dirigeante d'Haiti a donc conduit son pays a la catastrophe et provoque la degradation de son environnement. C'est le resultat de la persistance d'un mal qui entrave l'achevement de la construction de la nation haitienne et dont l'origine est anterieure a la fondation de l'Etat Haitien. C'est ce mal que les haitiens, plus de deux cents apres leur belle victoire sur la tyrannie de l'esclavage, ne parviennent pas encore a exorciser afin de prendre le chemin de la paix, du progres et du developpement.
Sur tous les plans, l'echec de la classe dirigeante ou de l'elite haitienne est total. Cet echec devient encore plus amer pour nous et aussi difficilement comprehensible pour des etrangers lorsque ces derniers jettent un coup d'oeil autourde nous, dans la Caraibe et dans l'Amerique du Sud. Pourtant, quand en 1804, Haiti devint le premier pays a conquerir son independance par sa brillante victoire sur l'armee francaise de Napoleon, la plus redoutable armee du monde a cette epoque, cet echec n'etait pas prevu par les gagnants de cette guerre de liberation. Comment comprendre alors qu'une telle victoire ait pu conduire a une si grande defaite ? Comment redresser une telle situation? C'est ce que l'auteur, dans Explique-moi Haiti, a voulu explorer en remontant la piste de son retard. Ce faisant, il a mis au jour les erreurs qui ont ete commises depuis son independance, une certaine ideologie acquise par heritage ainsi qu'une mentalite developpee au fil des ans et qui finalement conduisent aujourd'hui a cet echec.
L'analyse s'etend sur 7 chapitres:
Les chapitres I, ll, lll et lV presentent respectivement des elements essentiels de la geographie d'Hispaniola et de ses habitants avant l'arrivee de Christophe Colomb, l'etablissement des Francais dans la partie occidentale de l'ile, le territoire de la future republique d'Haiti, la guerre d'independance et la fondation de l'Etat d'Haiti, puis la periode formative de ce nouvel etat.
Le chapitre V est consacre a retracer les causes du retard d'Haiti. La crise haitienne actuelle, sa vraie nature et ses consequences sont presentees et analysees dans le chapitre VI, tandis que le chapitre VII est reserve aux suggestions pour permettre aux citoyens haitiens de retrouver l'unite et la paix si indispensables a leur evolution.
