Ce petit livre de Rothbard sur la monnaie est probablement l'une des meilleures introductions à la théorie et l'histoire monétaire. S'il n'est pas exempt de critiques, il faut surtout souligner ses qualités, au nombre desquelles un style non académique limpide et accessible, une méthodologie et un plan irréprochables, et une très grande densité de connaissances en un petit nombre de pages. De ce point de vue, on peut par exemple le comparer à L'économie politique en une leçon, de Henry Hazlitt. On est également frappé de la similitude avec un autre texte qui a plus d'un siècle, L'histoire d'une pièce de cinq francs et d'une feuille de papier, de Frédéric Passy. Tous ces ouvrages décrivent le fonctionnement d'un ou plusieurs marchés, et les conséquences de l'interventionnisme sous toutes ses formes: monopole, contrôle des prix, etc. La première partie de Etat, qu'as-tu fait de notre monnaie ? est intitulée La monnaie dans une société libre et décrit le processus par lequel des individus en société viennent à utiliser certaines marchandises comme moyen d'échange et, progressivement, se mettent à utiliser des instruments de crédit émis par des banques. Si cette robinsonnade peut paraître quelque peu utopique, elle est néanmoins d'un grand intérêt pédagogique et méthodologique. Pour décrire le marché puis l'interventionnisme, il convient d'abord de comprendre comment les acteurs individuels prennent des décisions dans leurs activités économiques concrètes. Comment choisissent-ils leurs objectifs ? Les moyens de les atteindre ? Comment apprennent-ils de leurs erreurs ? Autrement dit, comme l'écrit Hayek: "The situation seems here to be that before we can explain why people commit mistakes, we must first explain why they should ever be right." (Hayek, Economics and knowledge, 1936) Cette première étape n'est pas spécifiquement autrichienne. Elle se retrouve aussi chez des auteurs néoclassiques, avec la fameuse analyse à l'équilibre qui précède l'analyse du déséquilibre. D'où la seconde partie, où Rothbard se livre à l'analyse du déséquilibre, c'est-à-dire les conséquences de l'interventionnisme. La question centrale de Rothbard étant Quel est le rôle de l'Etat dans la monnaie ? on voit qu'un tel plan est parfaitement adapté à son objectif. Quelles que soient les formes qu'il prend, l'interventionnisme dans la monnaie peut se résumer en un mot: inflation (et, plus rarement, déflation). Il est toujours motivé par la volonté de créer de la monnaie afin de financer des dépenses publiques. Il atteint cet objectif - et il est en cela parfaitement rationnel - au prix d'effets pervers considérables. Au passage, l'un des reproches qui est souvent fait à Rothbard est sa prise de position en défaveur du régime des banques à réserves fractionnaires. On notera pourtant qu'il vante explicitement les mérites d'un tel système, puisqu'il écrit: la banque libre serait un système monétaire beaucoup plus solide que celui que nous avons aujourd'hui.
