¿CUÁL FUE LA PROMESA?

La Ley para la Supervisión, Administración y Estabilidad Económica de Puerto Rico, la PROMESA por el acrónimo de su nombre en inglés, establece una junta de control federal en Puerto Rico con poderes de aprobación y certificación sobre el gobierno de Puerto Rico.

Bajo la PROMESA, a pesar de que los puertorriqueños elegiremos al Gobernador y a los miembros de la Asamblea Legislativa, las leyes, reglamentos, órdenes ejecutivas que aprueben, y las decisiones fiscales, financieras y económicas que tomen, tendrán que ser revisadas y aprobadas por una junta de control compuesta por siete miembros designados por el Presidente de EE.UU.

¿QUÉ HAY DETRÁS DE LA PROMESA?

Este libro analiza las discusiones congresionales y el proceso de redacción de la ley, así como todos los borradores de la PROMESA, y discute:

  • cómo el lenguaje de la ley refleja el poder y control plenario que el Congreso de EE.UU. tiene sobre Puerto Rico;
  • cómo pequeñas enmiendas de lenguaje no disminuyeron el aspecto colonialista de la ley;
  • cómo la junta de control se apodera de la autoridad del gobierno de Puerto Rico para controlar, diseñar, y establecer las políticas públicas y sociales;
  • cómo la PROMESA prohíbe que los puertorriqueños y el gobierno de Puerto Rico acudan a los tribunales para impugnar las decisiones de la junta de control y pedir que se revisen;
  • cómo la PROMESA elimina las protecciones que Puerto Rico había incluido en sus documentos de deuda; y
  • los impedimentos para la implantación de la ley.

La PROMESA demuestra cómo el Congreso de EE.UU. y representantes de grupos de interés estadounidenses usan la crisis económica y fiscal en Puerto Rico para proteger sus intereses a costa de los puertorriqueños, aun cuando estas crisis son resultado en gran medida de la ausencia en Puerto Rico de soberanía y poder político.
