Se ha dicho, con razon, que el reinado de los Reyes Cat�licos fu� la brillante aurora de aquel dia - que por dias se cuentan los siglos en la vida de las naciones - en el cual lleg� a alcanzar su mayor grado de poder y prosperidad la nacion espa�ola. Pero todav�a ser�. M�s exacta la idea que nos formaremos de aquel Reinado, diciendo que a la vez que termina entonces la grandiosa epopeya, cuya ao cion fu� una serie indefinida de esfuerzos de hero�smo � inquebran table constancia, habi�ndose necesitado nada menos que el largo trascurso de ocho siglos para llegar a su definitivo desenlace en 1492, con la conquista de Granada; se abre un nuevo per�odo de m cesantes luchas � inconmensurable grandeza, a la conclusion de aquel mismo a�o, con el descubrimiento del Nuevo Mundo.

Y aqu� no puedo menos de lamentar, Se�ores, que acerca de estos dos grandes periodos de nuestra historia y muy especialmente so bre el segundo, se hayan emitido juicios harto apasionados y ofen sivos a aquella hidalguia de sentimientos, a aquella varonil cons tancia y abnegacion sin l�mites, que immimen un sello caracter�s tico a nuestra raza, yendo siempre en prosecucion de una grande idea, que, planteada por los Reyes Cat�licos, no deja por un momen to de realizar la nobil�sima Casa de Austria, desde que entroncando en la familia de nuestros antiguos reyes por el enlace del Archidu que D. Felipe y de D.3 Juana, se identifica con las aspiraciones del pueblo Espa�ol cuyos destinos viene a regir en la persona de don Carlos I de Espa�a y V de Alemania, quien no tarda en abrazar resueltamente la pol�tica de sus ilustres abuelos haci�ndola triun far en todas partes aquel gran Rey, � hijo suyo predilecto, D. Feli pe II, cuyas eminentes dotes de mando es el primero en reconocer D. Carlos al trasmitirle ya en vida todos sus derechos a la corona de Espa�a, al mismo tiempo que a su hermano D. Fernando le deja el imperio de Alemania.

Esta pol�tica de la cual en tanto que fu� la reinante de Espa�a hasta la conclusion del siglo XVII, no fueron bastantes para retraer a la Casa de Austria, ni los menoscabos de materiales intereses, ni los mayores contratiempos, ni aun las fuerzas de una gran parte de Europa, coaligadas para contrarestarla; esta pol�tica consist�a, Se�ores, en completar, por lo que toca a su situacion interior, aque lla triple unidad, de territorio, de religion y de raza, que fu� el ideal de Isabel la Cat�lica, llevando la de raza a los �ltimos l�mites con la expulsion de los moriscos D. Felipe III cuando aun Espa�a se halla en el zenit de su prosperidad, a principios del siglo XVII; y en cuanto al exterior, llenar una gran mision providencial, implantando el estandarte de su fe a donde quiera llegaban sus armas victoriosas d�ndose la mano espa�oles y portugueses - que para esto se confun den por algun tiempo en una sola nacionalidad; - propagando, lo mis mo por las inmensas comarcas del Nuevo Continente, que por las In dias Orientales y la Ocean�a aquella fe y civilizacion cristianas que habian conservado ambos pa�ses en toda su pureza despues de sa carlas triunfantes tras lucha de algunos siglos de la civilizacion muelle y afeminada de los �rabes a la cual por algunos escritores modernos se ha querido dar una excesiva importancia; siendo un he cho muy notable que estos dos pueblos son los �nicos que supieron mantener inc�lumes sus creencias contra las innovaciones de la re forma protestante; que para resistir a sus continuos embates, diriase que di8puso Dios, en sus insondables arcanos, que, igualmente victo riosa y vencida, conservara nuestra Espa�a, en N�poles, en el Mila nesado y sobre todo en Flandes, varios puestos avanzados hasta que vino a arrebatarlos a nuestra dominacion el tratado de Utrecht m�s bien que la fuerza de las armas.
