About the Book

Perhaps the most sweeping of changes in social welfare since the enactment of the Social Security Act, was realized in 1996 with the passage of the Personal Responsibility Work Opportunity and Reconciliation Act (PRWORA). PRWORA, signed into law by President Clinton amidst much national controversy, was designed to essentially transform social welfare in the United States through transferring the design, implementation and evaluation of the welfare system from the federal government to the states. Reflective of the massive nature of the change inherent in the passage of PRWORA, this book represents an attempt to describe the build-up and crescendo of the first wave of welfare reform. This first wave of welfare reform has resulted in an unparalleled reduction in the numbers of persons and families in receipt of cash assistance in the United States. While some advocates of the change in welfare policy and programming wish to highlight the national and state caseload reductions, critics continue to point the way towards the following questions:
