Le vent de contestation qui souffle dans ces pages a contribué à faire de ce court traité l'un des textes fondateurs de la modernité politique. Rousseau y croise le fer avec les philosophes de l'Antiquité et de la Renaissance comme avec ceux de son temps; il s'arrête longuement sur l'histoire de Rome et d'Athènes, cite les cas de Venise et de bien d'autres grandes puissances; mais ce faisant, il puise aussi dans son vécu personnel des arguments qui prêtent à sa démonstration une grande force de conviction. À lire ou relire le Contrat social, on prend en effet conscience que le rayonnement de cette oeuvre universelle n'est pas étranger à un certain cachet local, et que cet ouvrage majeur n'aurait peut-être pas été tout à fait ce qu'il est si son auteur ne se fût considéré, avant toute chose, comme un citoyen de Genève: Né citoyen d'un État libre, et membre du souverain, quelque faible influence que puisse avoir ma voix dans les affaires publiques, le droit d'y voter suffit pour m'imposer le droit de m'en instruire.
