Les documents retenus pour le deuxième semestre de l'année 1967 reflètent à la fois l'activité diplomatique propre à la France avec les deux voyages du général de Gaulle, au Canada et en Pologne, et les suites de plusieurs dossiers sensibles: ceux du traité de non-prolifération (TNP), du retrait de la France de l'OTAN et de l'élargissement du Marché commun. La visite du Président de la République à l'exposition universelle de Montréal (23-26 juillet 1967) est surtout connue pour ses fameuses déclarations lors du « discours du Balcon » qui suscite de nombreux commentaires et interprétations.
Le voyage en Pologne (6-12 septembre) se déroule au mieux, sans pour autant avoir de résultats décisifs sur l'orientation politique de Varsovie, même si les déclarations du général de Gaulle concernant les frontières de la Pologne sont très mal ressenties par les Allemands.
L'actualité diplomatique ne se limite pas aux déplacements du chef de l'État. À propos du TNP, la position de la France est réaffirmée: pas question de souscrire à un contrat qui renforce le duopole nucléaire soviéto-américain. Après avoir été négociés pied à pied, les accords Ailleret-Lemnitzer sont finalement ratifiés: ils règlent la coopération entre les forces françaises en Allemagne et les forces de l'OTAN en temps de crise. Il convient de souligner le caractère exceptionnel de cette publication: c'est la première fois que ce texte est publié intégralement.
Dans l'Europe communautaire, tout le deuxième semestre 1967 est occupé par l'affaire de la candidature britannique, à laquelle les cinq partenaires européens de la France sont favorables. Le veto français, fondé sur l'argument de la mauvaise santé de l'économie britannique, éveille l'inquiétude et les critiques des Friendly five.
Quant à la crise du Moyen-Orient suite à la guerre des Six jours, elle suscite une intense activité diplomatique en particulier à l'ONU. La déclaration du représentant français, Roger Seydoux, est d'un ton particulièrement ferme: pas question d'admettre le fait accompli de l'occupation militaire. C'est pourquoi la France est favorable à la résolution yougoslave qui prévoit le retrait des troupes israéliennes. On sait que ce n'est pas ce texte qui sera voté, mais le projet britannique qui deviendra la fameuse résolution 242, adoptée le 22 novembre 1967. Entre Paris et Tel-Aviv, le fossé s'approfondit davantage encore à la suite de la conférence de presse du général de Gaulle, le 27 novembre 1967, et sa fameuse phrase sur le « peuple d'élite »...
En Afrique, on sentait bien venir la crise qui éclate au Nigeria, avec la sécession de la province du Biafra. L'OUA semble impuissante à faire revenir la paix. Quant à la France, sa position est loin d'être claire: alors que le Nigeria lui demande son aide pour éviter la désagrégation des États africains, elle paraît hésiter.
