Diplomarbeit aus dem Jahr 1993 im Fachbereich VWL - Finanzwissenschaft, Note: 2.3, Ludwig-Maximilians-Universität München, Sprache: Deutsch, Abstract: Die Diskussion um die Einführung von Lohnsubventionen zur Herstellung der Wettbewerbsfähigkeit ostdeutscher Unternehmen steht im Mittelpunkt der vorliegenden Arbeit. Dazu werden drei alternative Modellvorschläge, die alle im Jahr 1991 entwickelt wurden, nacheinander dargestellt und diskutiert. Das erste ausgearbeitete Lohnsubventionskonzept, das sozusagen der "Stein des Anstoßes" war, stammte von einer Gruppe amerikanischer Ökonomen der Universität Berkeley. Sie forderten den Einsatz allgemeiner Lohnsubventio¬nen, die degressiv und zeitlich begrenzt sein sollten. Nur so könne die verheerende Kosten-Erlös-Relation ostdeutscher Betriebe, speziell derjenigen im Besitz der Treuhandanstalt, auf ein wettbewerbsfähiges Niveau gebracht werden. Das Berkeley-Modell ist Gegenstand des nächsten Kapitels. Ein aus der Kritik am Berkeley-Modell heraus entstandenes Alternativmodell, das Schwachpunkte des Vorschlags der amerikanischen Ökonomen umgehen sollte, steht im Anschluß daran zur Debatte. Es wurde von Autoren des Frankfurter Instituts für wirtschaftspolitische Forschung entwickelt und ähnelt in gewisser Weise dem Berkeley-Konzept. Der große Unterschied besteht darin, daß es sich hier um die Gewährung selektiver Lohnsubventionen zugunsten von Unternehmen handelt, die in überregionalem Wettbewerb stehen. Die Subventionshöhe solle an der Wertschöpfung des Betriebes bemessen werden. Das 'Frankfurter Modell' wird in Kapitel 3 vorgestellt und die Wertigkeit seiner Argumente in einer ausführlichen Diskussion erörtert. Das Deutsche Institut für Wirtschaftsforschung (DIW) hat noch im Jahr 1991 in Anbetracht der in den beiden vorgenannten Modellen fehlenden oder nicht überzeugenden Anreize zur Umstrukturierung des ostdeutschen Kapitalstocks ein Konzept veröffentlicht, das aus einer Kombination von Lohn- und Kapitalsubventionen bestand.
