Les Discours sur la première décade de Tite-Live sont divisés en trois livres. Le premier livre concerne la politique intérieure. Machiavel y montre son admiration pour la Rome antique: Quand je considère, d'une part, la vénération qu'inspire l'antiquité, et, laissant de côté une foule d'autres exemples, combien souvent on a acheté au poids de l'or un fragment d'une statue antique pour l'avoir sans cesse sous les yeux, pour en faire l'honneur de sa maison . Il désigne la Rome antique comme un modèle de gouvernement et compare aussi différents modèles qui servent encore de nos jours, tels que la médecine. Il constate que la Rome antique ne sert pas de modèle politique et c'est la raison pour laquelle il a écrit ces livres: Résolu d'arracher les hommes à cette erreur, j'ai cru nécessaire d'écrire, sur chacun des livres de Tite-Live que l'injure du temps a épargnés, tout ce qu'en comparant les événements anciens et les modernes je jugerais propre à faciliter l'intelligence, afin que ceux qui liraient mes discours pussent retirer de ces livres l'utilité que l'on doit rechercher dans l'étude de l'histoire . Par la suite, Machiavel propose une théorie sur l'évolution de la politique depuis l'antiquité, il cite trois types de gouvernement: les monarchiques, les aristocratiques et les populaires, mais aussi trois autres formes de gouvernement mais mauvais despotiques, oligarchiques et la démocratie.
About the Author: Nicolas Machiavel (en italien Niccolò di Bernardo dei Machiavegli; Niccolò Machiavelli), est un penseur italien de la Renaissance, philosophe, théoricien de la politique, de l'histoire et de la guerre, né le 3 mai 1469 à Florence, en Italie et mort le 21 juin 1527 dans la même ville. Machiavel a donné en français naissance à plusieurs termes machiavélisme et ses dérivés, qui font référence à une interprétation politicienne cynique de l'oeuvre de Machiavel et machiavélien qui fait directement référence aux concepts développés par Machiavel dans son oeuvre. Né à Florence, dans une famille noble, Nicolas Machiavel est le fils de Bernard Machiavel, trésorier pontifical à Rome et docteur en droit, et de Bartolomea de' Nelli. Ses études terminées, il est une première fois candidat à un poste de l'administration florentine le 19 février 1498 mais n'est pas retenu. Après la condamnation au bûcher de Jérôme Savonarole, il est nommé secrétaire de la deuxième chancellerie et prend officiellement son poste le 19 juin 1498. Il mène à ce titre des missions diplomatiques, en Italie comme à l'étranger, se forgeant ainsi déjà une opinion sur les moeurs politiques de son temps. Il rédige à ces occasions des dépêches diplomatiques, réunies sous le titre Les Relations diplomatiques, ainsi que des rapports (Rapports sur les choses de l'Allemagne, Rapport sur les choses de la France). En 1512, les troubles à Florence le condamnent à l'exil. C'est à ce moment-là qu'il écrit Le Prince dans lequel on trouve les prémices de sa conception politique. Les Médicis reviennent au pouvoir à Florence, à la suite de la défaite de Prato en 1512. Machiavel est soupçonné d'avoir participé à la conjuration fomentée par Pietro Paolo Boscoli (it), il est emprisonné, torturé, puis interdit de quitter le territoire florentin pour un an, se retire ensuite dans sa propriété de Sant'Andrea in Percussina, frazione de San Casciano in Val di Pesa. Machiavel y commence son Discours sur la première décade de Tite-Live, où, parlant de l'Antiquité, il dresse en fait une critique de la situation politique italienne de son époque.
