The connection between the principle of insurance and social equalization is however causing increasing problems in the fields of benefits, financing and justice. In view of the challenges posed by demographic changes and the changes in the working world, the demand for a restructuring of the welfare state is one of the basic elements of social policy. Using freedom and solidarity as their central themes, legal experts, economists and social scientists as well as representatives of the social administration system analyze the requirements for a reorganization of the social security system, discuss changes in the financial and organizational structures and study the models for a reform of old age insurance, unemployment insurance and health insurance. German description: Das System der sozialen Sicherheit ist eine der grossten kulturellen Errungenschaften der deutschen Politik. Es hat zwar eine wenig planvolle, dafur aber erstaunlich kontinuierliche Entwicklung genommen. Bis heute ist es leistungs- und finanzierungsseitig von der Sozialversicherung und uber sie von der Solidargemeinschaft der Beitragszahler gepragt. Die Verbindung von Versicherungsprinzip und sozialem Ausgleich weist jedoch zunehmend Leistungs-, Finanzierungs- und Gerechtigkeitsprobleme auf. Die Grunde hierfur sind vielfaltiger Art und beruhren die Struktur der sozialen Sicherungssysteme: Der demographische Wandel, die veranderte Arbeitswelt und die anhaltende Arbeitslosigkeit sind Ausloser eines tief greifenden Umbruchs. Angesichts dieser Entwicklungen gehort die Forderung nach einem Umbau des Sozialstaats zum Grundrepertoire der Sozialpolitik, was sich auch in den Reformmodellen verschiedener Kommissionen zeigt. So verschieden die Grundausrichtung der einzelnen Reformansatze auch ist, sie alle versuchen, das Verhaltnis von Freiheitlichkeit und Solidaritat neu zu justieren.
