Noch immer ist Frausein ein Handicap für die Karriere, und von den wenigen weiblichen Spitzenkräften denkt man weiterhin, sie hätten es "trotzdem" geschafft." Diese Sichtweise beschreibt die Situation von Frauen in Führungspositionen sehr treffend. Obwohl Frauen in Deutschland im Durchschnitt besser ausgebildet sind als Männer, ehrgeizig und zielstrebig obendrein, gibt es bisher nur wenige Frauen in Führungspositionen deutscher börsennotierter Unternehmen und Konzerne. Die Erhöhung des Frauenanteils in Führungspositionen ist seit Jahrzehnten ein wesentliches gleichstellungspolitisches Ziel, das jetzt wieder in den Vordergrund der öffentlichen Diskussion gerückt ist. Stärker denn je wird die Einführung einer gesetzlichen Quotenregelung erwogen, die qualifizierten Frauen den Weg in die Führungsverantwortung ebnen soll. Zwar existieren bereits freiwillige Vereinbarungen seit Ende 2001 zwischen Vertretern der deutschen Privatwirtschaft und der Bundesregierung, diese haben aber kaum zu Veränderungen geführt. Die Quotendiskussion ist eine Reaktion darauf. Viele Unternehmen kritisieren die Pläne der Politik und wehren sich vehement gegen eine gesetzliche Frauenquote, weil diese einen Eingriff in die Unternehmenspolitik darstelle und männerdiskriminierend sei. Darüber hinaus würde eine starre Quote eine Ungleichbehandlung der Branchen bedeuten.
