Es gab eine langjährige gemeinsame Interessenpolitik in der NATO und in der UNO bis zum Ende des Kalten Krieges. Seitdem hat sich die Bedrohungslage in der Welt gegenüber den USA enorm verändert. Terroranschläge wie zum Beispiel das Attentat auf das World Trade Center 19993 oder die Anschläge auf amerikanische Botschaften in Kenia und Tansania 1998 mit insgesamt über 200 Toten haben die Entwicklung der Interessenlage der USA verändert. Der prägnante Wendepunkt waren die Anschläge vom 11. September 2001 mit über 3000 Todesopfern, in dessen Folge die USA begann, entschlossen in den Kampf gegen den Terror zu ziehen. Dies geschah im Fall des Irakkriegs ohne Zustimmung bisheriger Bündnispartner wie unter anderem Deutschland. Dadurch hat die über Jahrzehnte gefestigte Beziehung große Risse bekommen. Der damalige Bundeskanzler Gerhard Schröder verweigerte dem amerikanischen Präsidenten George W. Bush die Unterstützung dieses Krieges mit deutscher Hilfe. Nicht ohne Nebeneffekt: Kanzler Schröder brachte die Ablehnung zum Irakkrieg als Thema in den damaligen Bundeswahlkampf ein und erhielt dadurch große Stimmenanteile. Die USA waren enttäuscht über die deutsche Einstellung und reagierten gekränkt. Das transatlantische Verhältnis "bröckelt" seitdem. In der folgenden Arbeit wird das Verhalten der beiden Akteure USA und Deutschland in Bezug auf den Irakkrieg untersucht. Hierbei wird detailliert auf die Theorie des Liberalismus eingegangen, um die politischen Einstellungen zu untersuchen. Dabei werden die Theorieansätze von Kant
