Este tomo XV de la Colección Tratado de Derecho Constitucional del profesor Allan R. Brewer-Carías, con el título de El desmantelamiento de la democracia y el Estado Totalitario recoge, en 1050 páginas lo que ha escrito durante los últimos años sobre el progresivo proceso de desmantelamiento de la democracia en Venezuela que como sistema político estable estuvo en vigencia durante más de cuarenta años hasta 1999, y sobre la estructuración progresiva en su sustitución, de un sistema político de Estado Totalitario.

Esos trabajos y libros, se han ordenado en este volumen, en las siguientes partes:

La Primera parte, a manera de introducción general, se refiere al tema del modelo político y derecho del Estado.

La Segunda parte, sobre el desmantelamiento de la democracia como producto del experimento autoritario desarrollado en Venezuela desde 1999, recoge el texto íntegro del libro Dismantling Democracy. The Chávez Authoritarian Experiment, publicado en Nueva York, en 2010, por Cambridge University Press, donde se estudia el proceso de defraudación de la democracia que ocurrió en Venezuela desde la instalación de la Asamblea Nacional Constituyente en 1999, como instrumento para asaltar al poder con el objeto de establecer un modelo autoritario.

La Tercera Parte recoge el estudio sobre el Estado totalitario y la demolición del Estado democrático y social de derecho y de justicia, de economía mixta y descentralizado, con el resultado de que transcurridos más de tres lustros desde 1999, lo que se produjo fue una situación de ausencia de Estado de derecho, del Estado democrático, del Estado social y de economía mixta, del Estado de justicia y del Estado descentralizado.

La Cuarta parte, como consecuencia de lo anterior, recoge los estudios sobre la desconstitucionalización y desjuridificación del Estado constitucional, y sobre la estructuración en paralelo del llamado Estado comunal o del Poder Popular, en el cual se ha ahogado la democracia representativa, se ha establecido legalmente un sistema económico comunista y una sociedad socialista por los cuales nadie había ni ha votado, montado sobre unos llamados consejos comunales en resurrección de los soviets, en el Caribe.

La Quinta parte, recoge los estudios referidos al consecuente desquiciamiento de la Administración Pública derivado del paso del Estado democrático y social de derecho y de justicia y descentralizado previsto en la Constitución, al Estado Totalitario, con la creación en paralelo a una organización administrativa compuesta por las llamadas "misiones" no sometidas a la Ley Orgánica de la Administración Pública.

La Sexta parte recoge el texto de la obra sobre derecho constitucional en Venezuela concluida en 2015, para su publicación en la International Encyclopaedia of Law, y la Séptima parte, recoge el estudio sobre la Constitución como promesa incumplida del mismo año.
