Este libro del profesor Allan R. Brewer-Carías, escrito después de haber leído y estudiado tanto las sentencias de la Corte Internacional de Justicia dictadas en 2020 y 2023 en el caso Guyana contra Venezuela, como la Memoria presentada ante dicha Corte por Guyana como parte demandante, trata sobre tres aspectos fundamentales de la controversia sobre la Guayana Esequiba:

Primero, sobre los derechos históricos de Venezuela sobre el Territorio Esequibo, situado al oeste del río Esequibo hasta el río Orinoco, que se consolidaron desde que el país se constituyó como Estado Independiente a partir de 1810, al conformar su territorio en aplicación del principio uti possidetis juris con el que correspondía a la Capitanía General de Venezuela creada en 1777. La Provincia de Guayana entonces llegaba hasta el río Esequibo, ya que España desde en 1648 le había reconocido a los Países Bajos posesión sobre tres establecimientos comerciales situados en el río Esequibo (isla Kik-o-veral), y en los ríos Demerara y Berbice situados al este de dicho río Esequibo, y nada más; y esos fueron los únicos establecimientos cedidos por los Países Bajos al Reino Unido en 1814, potencia que a partir de entonces ocupó y usurpó sin título alguno parte del Territorio Esequibo.

Segundo, sobre las razones de la nulidad del Laudo Arbitral dictado en 1899 por un tribunal arbitral compuesto por cinco árbitros nombrados en ejecución del Tratado de Washington de 1897, al cual hubo que llegar luego de que el conflicto entre Venezuela y el Reino Unido se agravara, después incluso de una ruptura de relaciones diplomáticas, y mediante la intervención de Estados Unidos en aplicación de la Doctrina Monroe. Dicho tribunal arbitral tuvo cuatro miembros que fueron jueces de las Supremas Cortes de Estados Unidos y del Reino Unido, y como quinto árbitro un destacado profesor ruso, quien en aras de lograr una decisión unánime, presionó y chantajeó a los otros árbitros por separado, imponiéndoles una decisión arbitraria e inmotivada, que le arrebató a Venezuela la casi totalidad del Territorio en disputa, con la amenaza, de que de no aceptarse su propuesta se le arrebataría también al país el control de las bocas del Orinoco que tenía desde que Colón las descubrió en 1498.

Y tercero, sobre las falsedades que contiene la Memoria presentada en 2022 por Guyana ante la Corte Internacional de Justicia luego de que hubiera resuelto conocer sobre la validez del Laudo Arbitral de 1899 y sobre la cuestión conexa de la frontera entre los dos países, tratando de fundamentar su demanda contra Venezuela desconociendo la historia y todos los hechos que rodearon la formación y conformación del territorio de América por parte de los exploradores, conquistadores y pobladores españoles, en particular del que se denominó "Tierra Firme," que abarcó desde el istmo de Panamá hasta el río Amazonas, de donde emanan lo títulos históricos y jurídicos de los derechos de Venezuela sobre el Territorio Esequibo.
