Inhaltsangabe: Problemstellung: Die Ermittlung des Personalbedarfs gehört zu den wichtigsten personalwirtschaftlichen Aufgaben einer Unternehmung. Hierbei bestehen Ansätze der quantitativen schon weitaus länger als die der qualitativen Personalbedarfsplanung. Auf den qualitativen Personalbedarf an Fach- und Führungskräften wird in dieser Arbeit eingegangen. Zur Bearbeitung des Themas ist es notwendig, dieses zunächst in Einzelprobleme zu subsumieren. Grundsätzlich muss im Voraus Klarheit über die begriffliche Abgrenzung wichtiger Definitionen herrschen. Definitionen sind notwendig, um eine allgemeine Diskussionsgrundlage zur wissenschaftlichen Auseinandersetzung mit dem Thema zu schaffen. Weiterhin ist die Einordnung der qualitativen Personalbedarfsplanung in die Unternehmensplanung zum generellen Verständnis des Gesamtzusammenhangs unerlässlich. Oft wird der Unternehmenserfolg in einem kausalen Zusammenhang mit den Kompetenzen der Mitarbeiter gesehen. Hierbei soll eine entsprechende analytische Beurteilung erfolgen. In einer Zeit, die geprägt wird durch gesellschaftliche, technologische und strukturelle Veränderungen, treten Schwierigkeiten in der Planung und Ermittlung des qualitativen Personalbedarfs, insbesondere der Fach- und Führungskräfte auf. Es müssen Führungskräftequalifikationen im Kontext von diesen Veränderungen untersucht werden. Der situative Aspekt tritt immer mehr in den Vordergrund. Die in der Literatur bzw. sonstigen Veröffentlichungen eingebrachten Gedanken, die den Einfluss von Veränderungen hinsichtlich des Kompetenzbedarfs an Mitarbeiter wiederspiegeln, sollen kritisch erörtert werden. Hierbei gilt es auch neue Anforderungskonzepte aufzuzeigen. Mögliche Ansätze für die Entwicklung zukünftiger Kompetenzen müssen in diesem Zusammenhang ebenfalls Erwähnung finden.
