Hvordan leder vi den offentlige sektor, så vi fortsat kan levere samme eller bedre velfærd i en tid med færre ressourcer, stigende krav og øget kompleksitet? Dette spørgsmål var udgangspunktet for et forskningsprojekt, der blev indledt i 2006 af Jocelyne Bourgon med involvering af over 200 topledere, politikere og forskere fra bl.a. Australien, Canada, Holland, England, Brasilien, Singapore og New Zealand. Forskningsprojektet - The new Synthesis Project - kører stadig under Public Governance International (PGI) - pgionline.com. Mange lande har i de senere år gjort store fremskridt i retning af at forbedre deres performance og compliance i form af en billigere og mere effektiv offentlig sektor. Disse reformer har imidlertid ikke indebåret en tilstrækkelig opmærksomhed på civilsamfundet. Den Nye Syntese er en faciliterende struktur, der undersøger, hvordan tidligere systemer og praksisser eventuelt kan sameksistere med de nye kompetencer, der kræves for at forberede de offentlige myndigheder på fremtiden. Den Nye Syntese har således også fokus på emergens (innovation af velvære sammen med andre) og resiliens (modstandskraft og robusthed). Den Nye Syntese udforsker, hvordan offentlige myndigheder, borgere og lokalsamfund kan samarbejde og dele ansvaret om at producere offentlige resultater af højere værdi og med lavere samlede omkostninger for samfundet. Den Nye Syntese fokuserer samtidig på anvendelsen af de offentlige myndigheder og afhængigheden af samfundets kollektive styrke. Den udforsker, hvilke midler de offentlige resultater kan opnås med. Den Nye Syntese for offentlig værdiskabelse i det 21. århundrede er en oversættelse af bogen A New Synthesis of Public Administration - Serving in the 21st Centrury, som er skrevet af Jocelyne Bourgon. Den danske udgave er bearbejdet af Kristian Dahl fra konsulenthuset LEAD - Enter next level, der samarbejder med Jocelyne Bourgon om at udvikle en strategisk rammemodel, som med afsæt i internationale og nationale pers
About the Author: Jocelyne Bourgon er præsident for PGI (Public Governance International) og projektleder for det internationale forskningssamarbejde New Synthesis Initiative, der har til formål at udforske nye rammer for offentlig administration. Hun har fungeret som viceminister for flere forskellige ministerier, herunder Transport, the Canadian International Development Agency og Consumer and Corporate Affairs. Hun var sekretariatschef for the Cabinet for Constitutional Affairs og senere Clerk of the Privy Council samt sekretær for det canadiske kabinet gennem fem år. Derudover har hun siddet som formand for FN's ekspertudvalg i offentlig administration og som formand for Commonwealth Association for Public Administration and Management (CAPAM), og endelig har hun været Canadas ambassadør i Organization for Economic Co-operation and Development (OECD). Kristian Dahl er ekspert i offentlig ledelse, stifter af konsulentvirksomheden Lead - Enter Next Level A/S, hvor han er forretningsdirektør. Han er endvidere tilknyttet Aalborg Universitet. Han har gennem de seneste 15 år i forskning og praksis arbejdet med organisations- og ledelsesudvikling for en lang række offentlige organisationer på statsligt, kommunalt og regionalt niveau. Han er forfatter til bøger og artikler om emnet og er en efterspurgt sparringspartner for direktioner og HR-afdelinger, når ledelses-, talent- og organisationsudvikling med effekt er på dagsordenen. Et særligt fokus er her, hvorledes man i praksis kan opbygge kapacitet på alle niveauer for at mestre den Nye Syntese.
