Nachdem es lange Zeit so schien, als wäre eine Übervölkerung der Erde das einzige noch bestehende "Bevölkerungsproblem", ist zumindest in Deutschland mittlerweile eine gegenläufige Tendenz zu beobachten. Es werden nicht genug Kinder geboren, um die bestehende Elterngeneration zu ersetzen und Experten diagnostizieren eine Bevölkerungsabnahme. Die Medien liefern dazu schlagzeilenträchtige Titel wie "Deutschland stirbt aus" oder "Deutschland vergreist". Problematisch ist weniger die Veränderung der Altersstruktur, vielmehr sind es die sich daraus ergebenden Schwierigkeiten für das System der sozialen Sicherung. Denn dieses System beruht darauf, dass eine große Zahl Erwerbstätiger eine kleinere Zahl von Rentnern mit finan- ziert. Der demographische Wandel hat jedoch genau diese Relation in Unordnung gebracht: Immer weniger sozialversicherungspflichtig Beschäftigte müssen für immer mehr "Anspruchsberechtigte" aufkommen, um den so genannten Generationenvertrag einzuhalten. Im Rahmen der vorliegenden Arbeit wird zunächst nach den Gründen der demographischen Entwicklung gefragt, um anschließend beurteilen zu können, welche Art von Familienpolitik den Veränderungen gerecht werden kann. Zunächst werden somit im zweiten Kapitel der demographische Wandel sowie die Konse- quenzen thematisiert, die sich für das bestehende System der sozialen Sicherung aus diesem Wandel ergeben. Im dritten Kapitel wird genauer nach den Gründen der momentanen Problemlage gefragt. Es ist unumgänglich, an dieser Stelle auf grundlegende Wandlungen von Ehe, Familie und Ar- beitswelt einzugehen.
