About the Book

One of the most important characteristics of Democratic-Capitalism is its anti-discriminatory properties. For the first time in the history the consequences of racism and poorly managed economy will have a direct impact on public policy by providing a countervailing force in representation. Discrimination is quantifiable through the measurement of wages, unemployment, family wealth, and affected demographic groups will be concentrated in one of the two bicameral chambers, allowing them to use collective bargaining and majority power within the institution to achieve reforms that might correct the exploitation. When a demographic group suffers employment and wage discrimination, they will gain representational advantages in the legislature proportional to the severity of the prejudice. When discrimination is present, asset-based representation concentrates minorities in a single legislative chamber, allowing them to protect their economic rights and civil rights through collective bargaining and oversight. With a majority in one chamber of a bicameral legislature, they can use market power to defeat bills promoting voter suppression through mass incarceration, voter ID laws, voter registration purges, gerrymandering, and deregulated private campaign laws. If the demographic-majority wants to pass any tax breaks, defense spending, or any trade bills they will have to first negotiate and compromise on labor rights, voting rights, and civil rights bills coming from the non-owners chamber. Nothing will move in the legislature without the implied consent of the governed, focusing on the interests and security of minorities. If there is no discrimination present in the economy, minority groups are likely to be evenly distributed among the two legislative chambers, giving them proportional representation to the majority-demographic group. If during this arrangement, anti-discrimination laws are passed and enforced, preserving a competitive economy, the minority coalition won't benefit from any improved representation. As long there are no differences in income, unemployment, and home ownership, minority groups won't be concentration in the non-owners chamber. No advantage in representation is needed, when the demographic-majority works with minorities in a normalized legislative process. Thus, harmony is preserved for as long as the promise is of equality is delivered. When econometric values are used to determine representation, there is a reciprocal relationship between a political system and its economy. It is public policy that determines tax policies, minimum wages, standards, best practices, and a host of other economic conditions which directly impact economic output. When econometric-based representational coefficients are used, it results in a more balanced equation, where economic output determines representation, representation determines public policy, and public policy shapes the environment where firms and individuals compete. Politics and economy were once considered the same field. With Democratic-Capitalism, the two will be unified again when economic output determines representation within the legislative branch.
