Pi� di dodici anni 'ora sono passati, usciva un libro in Parigi, scritto da uomo che nacque fuori d' Italia, ma che l'ha amata di cuore: nel quale libro ponevasi la religione fondamento a libert�, prenunziavasi un Pontefice non ligio alle voglie de' prepotenti, ma possente della sua riverenza al diritto de' popoli, ch'� pur diritto divino. L' Autore d� per radice al diritto il dovere; per guarentigia di buon esito alle nazioni, non l' odio e il disprezzo, e la brama degli utili e degli agii, non le congiure, n� le minacce, n� i vanti; ma il civile coraggio, e la sapienza del sacrifizio, e il severo uso delle forze e del tempo, e la concordia e l' umilt� di gnitosa: n� crede potersi mai la libert� distaccare dalla ve rit� e dall' amore. Propone pertanto unica medicina possente ai mali antichissimi, l' educazione rinnovellata, dico 1' edu cazione che forma gli animi e i corpi. Non l' istruzione, che soli gl' ingegni; unica base di libert� vera le facolt� e le franchigie municipali. La civilt� non fa egli consistere nelle leggi, ma nelle consuetudini; le speranze dell' avvenire non nel recidere il filo delle 'antiche tradizioni, anzi nel ripi gliarlo da alto; l'italianit� non nell' andata d' un solo stra niero, ma nel non' servire a straniero n� ad Italiano nes suno n� co' pensieri, n� con le abitudini del vivere, n� con le speranze, la quale ultima servit� � di tutte pi� insidiosa e. Pi� intima, e per� pi� tremenda. Egli desidera graduato il rinnovamento perch� nessun bene impreparato � bene vero; desidera che la Nazione intera, massimamente nelle citt� minori e nelle campagne, nelle quali egli maggior mente confida, la Nazione si desti, e consenta; che la li bert� non sia cosa di setta; desidera che ogni atto si con temperi a'luogbi ed a' tempi, cio� alla natura delle cose, e alla storia. E a questo principio sottopone come cosa diminore importanza, quello dell' Italiana unit�, per amore della quale non vorrebbe abolite le necessarie e belle va riet�, che la natura appunto delle cose domanda, e doman der� sempre pi� fortemente, in tutti i paesi del mondo, e segnatamente in Italia. Dalla confederazione dei deboli spera resistenza efficace ai prepotenti; da' congressi delle nazioni spera rescissi gl'iniqui contratti de' congressi de' re: da' com merci, principalmente marittimi (innanzi che si facesse pa rola della valigia dell'indie), spera renduta all'italia la gran dezza ch' ella non potr� pi� pe' terrestri recuperare. Predice che il moto estrinseca dalla Romagna verrebbe a Toscana e a Modena e a Lucca; dal Piemonte aspetta assai meno di quel ch'altri ne aspetti.niccol� Tommaseo volge parole severe a' principi, a' ricchi a' preti, ed a frati, n� crede poterli con le lodi abbonire: in questo solo errando, che non di atingue assai nettamente.i governanti toscani d' allora dal Principe, il quale si � poscia dato a conoscere si generoso e ai pio. Non dispera l'autore per� n� de' ricchi, n� de'prin cipi, n� de' preti, e lor volge consigli, che a taluni fu lode aver poi da altre bocche ascoltati; e senza l' aiuto de' preti specialmente reputa impossibile all' Italia riaversi. Consiglia agli amici delle oneste e fruttuose novit�, conoscere in prima a fondo le condizioni del paese, poi dire il vero paca tamente, intrepidamente, e, se non dopo sperimentato ogni rimedio pi� mite, non venire a legittima resistenza.
