Die europäischen Partner, zumindest die Mehrheit der eher pazifistisch geprägten Bevölkerung war empört, glaubte man doch, nach der erst vier Jahre alten Überwindung des alten Blocksystems der Welt nun in eine immerwährende Periode des Friedens eingetreten zu sein. Doch ging es Chirac wahrscheinlich weniger um eine wissenschaftliche Erprobung und Weiterentwicklung seiner, force de frappe", als vielmehr um eine Demonstration von Stärke. Die Funktionsfähigkeit der von seinem sozialistischen Vorgänger François Mitterrand mit weniger Aufmerksamkeit bedachten Atomwaffen sollte von ihm, dem Parteigänger des von Charles de Gaulle gegründeten Rassemblement pour la République (RPR), demonstriert und so der Weltöffentlichkeit in Erinnerung gerufen werden, dass Frankreich unter den westlichen Staaten einer der mächtigsten, weil eine der drei westlichen Atommächte, ist. Was im Grunde mehr eine, Muskelschau" als ein Akt der Aggressivität in Zeiten der zumindest europaweiten Entspannung war, fügt sich nahtlos ein in das Gebaren vor allem der gaullistischen Präsidenten Frankreichs. Die Tradition des Generals wahrend, wollte Chirac die militärische Macht und Kraft Frankreichs unter Beweis stellen, um seine bedeutende Rolle nicht nur innerhalb der Europäischen Gemeinschaft, sondern vielmehr innerhalb des westlichen Bündnisses NATO zu unterstreichen. In ihm verfügten und verfügen noch heute nur die Vereinigten Staaten, Großbritannien und Frankreich
