El presente trabajo explica cómo el Chavismo creó un sistema judicial arbitrario que luce con apariencia de institucional y exterminó en la realidad el Estado de Derecho, acción fundamental para crear su socialismo del siglo XXI y convertir a Venezuela en un país sin instituciones. Aquí se examina el concepto de arbitrariedad, sus características, naturaleza y configuración como órdenes del Estado con apariencia de ser jurídicas. Se explica que es imposible que una orden arbitraria sea justa, afirmando que no hay diferencias fundamentales entre la arbitrariedad y la injusticia, pues se reflexiona sobre la arbitrariedad como fenómeno de poder que se sucede en el marco de la ley positiva pero sobreponiendo sus verdaderos valores por los intereses individuales o de grupo, todo bajo la apariencia y el prestigio de la juridicidad. Veremos cómo el chavismo en Venezuela fue trasformando un Estado democrático en una selva jurídica de órdenes arbitrarias, originando la destrucción de la economía, el sufrimiento de millones y el éxodo migratorio más grande de América Latina en los últimos años. Se explica que la arbitrariedad es una violación a la justicia que debe contener el Derecho y que se impone en forma inapelable, por lo que se puede hacer extensiva la famosa frase de Radbruch parafraseándola así "en donde hay arbitrariedad extrema no hay derecho". Por lo que en Venezuela no hay Derecho. Este pequeño trabajo intenta mostrar una lección a los juristas del mundo: "Toda decisión jurídica debe ser racional" cada decisión de un juez o funcionario con poderes jurídicos que abandone la racionalidad y la justicia pone en peligro el Estado de Derecho y el futuro de la sociedad.SumarioCapitulo I.
