Este libro sobre Los documentos de Luis Almagro, es la segunda edición actualizada del publicado en 2016, que contiene una afortunada colección de diferentes textos elaborados por el Secretario General de la Organización de los Estados Americanos, OEA, Luis Almagro, entre 2015 y 2017, en relación a la situación de ruptura del orden democrático que se ha producido en Venezuela, en violación de la Carta Democrática Interamericana, y que ha originado la necesidad de plantearla ante el Consejo Permanente de la Organización.. Los mismos han sido hechos públicos como cartas, Informes, comunicados, e intervenciones ante el Consejo Permanente de la OEA, simposios o conferencias. Su común denominador es la indeclinable defensa de la democracia y los derechos humanos con el telón de fondo de la acuciante alteración del orden constitucional y ruptura institucional en Venezuela.

En una de sus intervenciones ya en 2015 Almagro expresó "Como Secretario General de la OEA, soy gobierno y soy oposición. Debo ser el más acérrimo defensor de derechos, debo ser el más pobre en términos económicos, debo ser el que sufre la desigualdad desde abajo, debo ser el que no tiene voz o aquel cuya voz no es escuchada. Debo ser el discriminado, debo ser el que sufre de antisemitismo, debo ser el que sufre la exclusión por ser indígena o afrodescendiente, debo ser el que no puede decidir. Debo ser el que sufre la falta de protección de derechos civiles, o políticos o económicos o sociales y culturales. La estructura de la Secretaría General de la OEA no puede estar sin instrumentos esenciales a la hora de promover la igualdad y la equidad".

Su lema, Más derechos para más gente, tiene aplicación práctica en este y otros casos emblemáticos en los que se ha involucrado la Secretaría General de la OEA bajo su liderazgo. Es imposible concebir una sociedad moderna que pueda avanzar en pos de su desarrollo integral, si la misma no tiene como norte el respeto por la institucionalidad, la separación efectiva de poderes, así como la liberación de todos los presos políticos. Un obstáculo esencial en el caso de Venezuela lo representa el afán gubernamental por impedir la expresión de la gente a través del voto como opción válida para solucionar la crisis. Contrariamente, en la visión de Almagro, el derecho constitucional al voto y a escuchar a los ciudadanos representa una constante insoslayable en su prédica democrática.

Como lo menciona en la presentación Asdrúbal Aguiar: "Se trata, justamente, de los años en los que toman cuerpo y se agravan las alteraciones graves al orden constitucional y democrático en el citado país. Y ello representa un desafío, no solo a las responsabilidades institucionales que tiene el Secretario de la OEA sino a la vigencia misma de la doctrina democrática común que decanta en las Américas y comparten de manera unánime sus distintos Estados y gobiernos, constante en la Carta Democrática Interamericana de 2001."
