Government does this through the tax code to favor those who give them that power but have now lost control and have bankrupted us in the mercantile economy and are leading us to bankruptcy in the economy based on nature's reproducible assets. In the process, it is taking down with it the world's economic system that is based on the U. S. dollar and resulting in civil wars where that bankruptcy has already occurred.
