Die Strategie der EU, die auch als Lissabon-Strategie bezeichnet wird, ist es, alle europäischen Länder anzugleichen. Sie bemühen sich gemeinsam die Beschäftigung und das Wachstum in Eu¬ropa zu verbessern - ein höheres Wachstum und mehr Beschäftigung in einer umweltfreundlichen Wirtschaft. Die EU will als Einheit eine der wettbewerbsfähigsten Wirtschaftsräume der Welt werden . Anfang der 90er Jahre wurde ein Europa-Abkommen geschlossen, dass die Reintegration des Kontinents fördern sollte. Desweiteren stand eine umfassende, wirtschaftliche, politische und kulturelle Zusammenarbeit im Vordergrund. Es wurde eine Übergangsphase von zehn Jahren festgelegt, in der sich die Länder rechtlich, marktwirtschaftlich und demokratisch angleichen sollten. Es folge demnach eine Assoziierung, deren große Entwicklung wir heutzutage beobachten können. Die Arbeitnehmerfreizügigkeit ist neben dem freien Dienstleistungs-, Kapital- und Warenverkehrs, eine der vier im Europarecht anerkannten Grundfreiheiten. Sie erlaubt den EU-Bürgern uneingeschränkt in anderen Ländern der Europäischen Union zu arbeiten . Vor dem Eintritt Polens in die EU, entschieden sich Deutschland und Österreich für die Aufschiebung dieser elementaren europäischen Grundfreiheit bis zum 1.5.2011 für Estland, Lettland, Litauen, Slowakei, Slowenien, Tschechien, Ungarn und Polen . Doch die Wirklichkeit ist, dass wir in den Jahren 1996 bis 2006 2,75 Millionen Arbeitsplätze dem neu geschaffenen Binnenmarkt zu verdanken haben . Außerdem hatten auch viele deutsche Unternehmen Vorteile durch die Öffnung des europäischen Binnenmarktes, da der Warenverkehr nicht mehr durch interne Grenzen behindert wird.
