Folgt man den Grundannahmen des Prinzipal-Agent Ansatzes, hängt der Einfluss internationaler Organisationen entscheidend vom Ausmaß der an sie delegierten Macht ab. Internationale Organisationen handeln dem PA-Ansatz nach entsprechend als Agenten, die von den Prinzipalen - in Form staatlicher Akteure - mit einem Mandat zur Erfüllung bestimmter Aufgaben ausgestattet werden. Grundlage dieser Delegation bildet ein Vertrag, der das Ausmaß des für den Agenten delegierten Handlungsspielraums vorschreibt. Weil der Agent nach Auffassung des PA-Ansatzes diesen Handlungsspielraum aber durch verschiedene Strategien (z.B. "shirking" und "slippage") eigennützig ausnutze, um seine Macht gegenüber dem Prinzipal auszuweiten, befasst sich ein Großteil der PA-Literatur insbesondere mit der Frage, wie das Problem unvollständiger Verträge gelöst werden kann. Ein oft übersehener, aber durchaus entscheidender Faktor ist dabei allerdings die grundsätzliche Frage, welche Möglichkeiten dem Agenten durch die im Vertrag festgelegte institutionelle Struktur geboten werden, um sein Mandat wahrzunehmen. Erst wenn diese Frage ausreichend beantwortet ist - so die Auffassung im folgenden Beitrag - können weitere Schritte (Kontrollmöglichkeiten des Prinzipals, Strategien des Agenten, etc.) daraus abgeleitet werden. Die folgende Arbeit versteht sich daher vielmehr als Grundlagenforschung zum Thema Delegation im Prinzipal-Agent-Ansatz, indem die institutionelle Struktur und der Vertrag zwischen den beteiligten Akteuren am Beispiel der International Labour Organization (ILO) in den Blick genommen wird.
