La Primavera Árabe indicó a los pueblos del Medio Oriente que si quieren progresar, deben hablar entre ellos, concretar pactos y acuerdos diplomáticos, comerciales militares y culturales; y aprender a actuar juntos con base en objetivos comunes, algo que nunca antes han hecho, como demuestran sus guerras perdidas contra Israel.Se deduce así, que la crisis política desencadenada por las revueltas estimuló la acción multilateral y dio luces para reavivar instituciones y proyectos de cooperación e integración regional, aunque no todos en la dirección más conveniente, como demuestra la intervención militar en Bahréin de los países del Consejo de Cooperación del Golfo (CCG), encabezados por Arabia Saudita, para acallar protestas populares contra la dinastía Al Khalifa. En este caso, las monarquías petroleras encabezadas por la casa Al Saud de Riad, actuaron en marzo del 2011 de manera similar a los soviéticos en la época de la guerra fría, a partir del Pacto de Varsovia, al incursionar en la limitada soberanía de los países bajo la sombra de su seguridad, que en este caso, es una extensión de los intereses geoestratégicos de Estados Unidos en la región. Tal línea de conducta, aducida como respuesta a la amenaza nuclear iraní, era exigida por las bases militares estadounidenses asentadas en la región, incluido Bahréin, con la característica agravante de la negación de derechos civiles a la mayoría chiita en este pequeño Estado.Las sangrientas guerras civiles en Libia y Siria, posteriores al complejo conflicto iraquí, proporcionaron las mayores oportunidades para la acción coordinada de los intereses geopolíticos en el Medio Oriente. En Libia, la Liga Árabe patrocinó activar una zona de prohibición de vuelos para proteger a los rebeldes de los ataques de Gadafi, aunque por claros intereses económicos de Italia, Francia e Inglaterra, este control, muy pronto pasó a manos europeas. En Siria, la Liga Árabe ha liderado esfuerzos para la búsqueda pa-ra solucionar la crisis. En contraste político, los principales impulsores de esta iniciativa son las petroleras monarquías contrarrevolucionarias, que apoyan la revolución siria como parte de su guerra fría contra Irán, con el fin primordial de bloquear la unión chiita Irak-Irán. Sin proponérselo esta acción estimula la lucha independentista kurda, ayuda a Israel a combatir a los extremistas sunitas y coadyuva a la intención geopolítica de Estados Unidos y la Unión Europea sobre el Medio Oriente, pero pone a Turquía que es aliado de Occidente a actuar como un obstáculo a esta intención geopolítica y estratégica.Entretanto, el Magreb parece estar empeñado en un multilateralismo constructivo, estimulado por Túnez, cuyo presidente saliente, Moncef Marzuki realizó una gira por Marruecos, Mauritania y Argelia, para promover la Cumbre de la Unión del Magreb Árabe, con el fin de resucitar esta organización nacida en 1988, pero sin efectividad hasta ahora.
