La novela Cali Lili es la interacción de los capitanes españoles en protagonismo de los acontecimientos históricos de la guerra civil de Perú y la prosecución en la implementación de las Nuevas Leyes del rey Carlos V. América en los Andes del siglo XVI es una narrativa literaria de época en donde los acontecimientos están en cronología de tiempo espacio (1542 a 1610) y paralelismo con la ciudad de Cartagena y España. Y tres países de América Latina. Colombia (Sebastián de Belalcázar). Ecuador y Perú (Gonzalo Pizarro). Sebastián de Belalcázar se sitúa en Santiago de Cali y Popayán de donde coordina las acciones militares de exploración y conquista a los valles de los ríos Magdalena y Cauca. Los generales y capitanes del ejército español (Cuzco. Quito. Lima. Popayán. Cali) se enfrentan a sí mismos en aceptación y rechazo de las nuevas leyes de protección a los indígenas. Las disputas en la jurisdicción de Cuzco crean las condiciones político militares del inicio de la guerra civil del Perú entre almagristas y pizarristas. Francisco Pizarro captura al capitán Diego de Almagro y ordena su degüello con órdenes a sus hermanos Hernando y Gonzalo Pizarro. El capitán mestizo hijo Diego de Almagro asume la venganza de la muerte de su padre el capitán Diego de Almagro y ordena la muerte del capitán Francisco Pizarro en el palacio de gobierno de Lima. Diego de Almagro hijo se autoproclama gobernador del Perú y Cristóbal Vaca de Castro y Lorenzo de Aldana con el capitán Sebastián de Belalcázar lo derrotan en la batalla de Chupas. El capitán Gonzalo Pizarro sale del Amazonas y llega a Quito con una expedición envuelta en cuero de venado y llamas incas. Otros traen cueros de caballos como vestidos y abrigos. El maltrato de la guerra de tierra arrasada y el etnocidio provoca las disposiciones reales de las nuevas leyes de protección y defensa de los indígenas. 1542. Esto causa la sublevación de Gonzalo Pizarro y los capitanes encomenderos de América del sur contra la Corona de España y los primeros virreyes y presidentes con los oidores de la real audiencia de Lima y Santa Fe. Las relaciones entre el capitán Pedro de Heredia de la gobernación de Cartagena y Sebastián de Belalcázar de la gobernación de Popayán entran en tensión con la jurisdicción de Antioquia y el mariscal Jorge Robledo. La muerte de Jorge Robledo obliga al oidor de la real audiencia Miguel Díaz de Armendariz y el presidente de la real audiencia Pedro de La Gasca y el oidor Francisco Briceño ordenar la aprehensión del capitán y gobernador de la provincia de Popayán Sebastián de Belalcázar. El oidor Francisco Briceño le hace el juicio de Residencia en Cali (1550) y muere en la mazmorra de la cárcel de Cartagena. 1551. A partir de 1551 (a 1610) con la muerte de Sebastián de Belalcázar en Cartagena se concentra la acción de desarrollo colonial en la Ciudad de Cali y el Valle del Cauca. El primer ingenio azucarero de San Jerónimo y el comercio fluvial-terrestre y marítimo con el puerto de Buenaventura. Aumenta la tensión militar en la vía montañosa de Roldanillo y la ciudad de Buga. La resistencia étnica del Noanamán de la vertiente del Pacífico y cacique Calarcá (Quimbaya) de los balcones y aposentos del Quindío se unen a los Putimaes y Chancos de Buga y dan de baja al hijo del gobernador y su sobrino. Los Motuas y Emberá Chamí de Roldanillo y Pueblo de Pescado incendian la ciudad. El puerto de Buenaventura arde en llamas. El poder eclesiástico de Cali se enfrenta al poder político de la gobernación de Popayán. Obispo Agustín de Coruña y gobernador Sancho Sánchez de Espinar. Los nietos e hijos de los primeros capitanes de la conquista y fundación de la ciudad se enfrentan a los indígenas de la vertiente del Pacífico.
