Dieses Buch enthält einzigartige, bisher unbekannte Dokumente zur Schweizergeschichte und zur Schweizer Literatur während des zweiten Weltkrieges. Es ist besonders bedeutsam im Hinblick auf die 700-Jahrfeiern der Eidgenossenschaft (1991).
Cäsar von Arx (1895-1949), der in den dreissiger Jahren bekannteste Schweizer Dramatiker, wurde 1940 von Bundesrat Philipp Etter aufgefordert, das Festspiel zur 650-Jahrfeier der Eidgenossenschaft (1941) zu schreiben. Der Dramatiker wählte das Flüchtlingsproblem als Zentralmotiv für seine ersten Entwürfe. Der Bundesrat lehnte diese Entwürfe ab - Deutschland und Italien (in den Entwürfen «Tyrannien» und «Despotia») durften unter keinen Umständen provoziert werden.
Philipp Etter (1891-1977), von 1934 bis 1959 Leiter des Departements des Innern und mehrmals Bundespräsident, kämpfte von Arx schliesslich ein zwar vorzügliches, aber etwas zahmes Festspiel ab; die vornehmste Aufgabe der Schweiz sei es, das Rote Kreuz zu unterstützen.
Der vorliegende Band enthält die Korrespondenz zwischen von Arx und Etter, die Szenarien, die in Bern abgelehnt wurden, die Vorschriften, die Etter nach der zweiten Rückweisung an von Arx erliess, und den schliesslich angenommenen Entwurf. Pressedokumente, auf die in den Briefen verwiesen wird, und ein Nachwort, das den Konflikt zwischen von Arx und Etter im Rahmen der Auseinandersetzungen um die «Geistige Landesverteidigung» analyisert, schliessen den Band ab.
