Forschungsprojekt im Auftrag der UR: "Integrationsfähigkeit von 15%-Gruppen in kommerzielle Lokalradios in Nordrhein-Westfalen" Das Projekt untersuchte, ob und unter welchen Bedingungen eine Integration von Programmbeiträgen des im Landesrundfunkgesetz NRW vorgesehenen Bürgerfunks in kommerziell orientierte Hörfunkprogramme möglich ist. Projektnehmer war das Institut für Publizistik an der Westfälischen Wil- helms-Universität Münster, Prof. Dr. Winfried B. Lerg, die Projektleitung hatte Angela Rieger M. A. Die Projektdauer betrug zwei Jahre, von April 1990 bis März 1992. Zum Ziel der Untersuchung wurden in fünf ausgewählten Verbreitungs- gebieten (Düsseldorf, Duisburg, Mettmann, Siegen-Wittgenstein und WeseI) Programminhaltsanalysen durchgeführt. Außerdem sind diejenigen, die or- ganisatorisch, inhaltlich und finanziell am 15%-Prograrnm beteiligt sind (Vertreter von Radiovereinen, Chefredaktionen, Veranstaltergemeinschaften und Betriebsgesellschaften), interviewt worden. Rahmendaten zur tech- nischen Infrastruktur und zur organisatorischen Handhabung der 15%-Rege- lung sicherten landes weite Fragebogenerhebungen und Telefonaktionen in regelmäßigen Abständen. Die Prograrnmanalyse umfaßte jeweils das Tagesprogramm (15%-, Lokal- und Rahmenprogramm) einer Programmwoche im Herbst 1990 und 1991 in den fünf Untersuchungsgebieten. Mit einem für die Fragestellung des Projek- tes entwickelten Codebuch analysierten Projektrnitarbeiter und -mitarbeite- rinnen rund 1000 Stunden Lokalfunk in NRW. In der Analyse zeigten sich folgenden Ergebnisse: - Bürgerfunk orientiert sich in formaler Hinsicht am kommerziellen Hör- funkprogramm. Diese Aussage bezieht sich sowohl auf die Verwendung von Beitragsformen, wie etwa den Einsatz von Jingles oder kurzen An- und Abmoderationen und den Magazincharakter der Sendungen, als auch auf die Länge der Wort- und Musikbeiträge, die nicht übermäßig auffällig 11 vom umliegenden Programm abweicht.
