Élever ses enfants et avoir une carrière professionnelle sont deux objectifs très importants dans la vie de la plupart des gens. Il est donc fondamental pour nos sociétés d'aider les parents à réaliser ces deux objectifs. En effet, l'attention des parents joue un rôle déterminant dans le développement des enfants et l'emploi des parents contribue à la prospérité économique d'un pays. Ne pas aider les parents à trouver un équilibre entre vie professionnelle et vie familiale peut avoir des répercussions importantes tant au niveau de l'offre sur le marché du travail qu'au niveau des décisions à prendre au sein de la famille. Cette étude prend en compte un large éventail de mesures. Elle analyse notamment les politiques de réforme des systèmes de fiscalité/prestations, les politiques de gestion des systèmes de garde des enfants, ainsi que les politiques de l'emploi et les pratiques des entreprises au regard de l'emploi parental. L'ensemble de ces mesures oriente le comportement des parents sur le marché du travail mais influe aussi sur la formation des familles en Autriche, en Irlande et au Japon. Dans ces trois pays, on constate que les aspirations des femmes changent, leur comportement vis-à-vis du marché du travail se modifie tandis que les taux de naissances enregistrent un net recul. Pour certains parents potentiels, avoir des enfants (ou en avoir autant qu'on le souhaite) et s'épanouir professionnellement sont deux activités qui s'excluent mutuellement. En conséquence, l'offre de travail est moindre que ce qu'elle pourrait être et le capital humain disponible est sous-utilisé. Ce résultat reflète une certaine inefficacité dans l'utilisation des ressources du marché du travail, et si cette situation venait à perdurer, elle maintiendrait la croissance économique en deçà de son potentiel. Le déclin du nombre des enfants aura bien évidemment aussi des conséquences sur la constitution et la forme de nos sociétés futures. Ce volume présente un certain nombre de réformes politiques qui pourraient être mises en place pour réconcilier travail et famille en Autriche, en Irlande et au Japon.
