Masterarbeit aus dem Jahr 2011 im Fachbereich Raumwissenschaften, Stadt- und Raumplanung, Note: 2,3, Universität Bremen, Sprache: Deutsch, Abstract: Von einer hoheitlich ausgerichteten Stadtentwicklung, die 1971 durch das Städtebauförderungsgesetz (StBauFG) und später durch das Baugesetzbuch (BauGB) geregelt worden ist, kam es durch eine Zunahme von Privatisierungen zu einer Umstrukturierung der Stadtentwicklung hinsichtlich der Steuerungsfähigkeit der öffentlichen Hand. Noch vor ein paar Jahren ist auf einheitliche Regelungen und Entscheidungen von Seiten der Stadt bzw. der Gemeinde zurückgegriffen und den Immobilieneigentümern eine eher untergeordnete Rolle zugeteilt worden. Die Rolle der Immobilieneigentümer wird "in diesem Prozess als individuelle Fördermittelempfänger definiert" (Wiezorek 2010a: 7). In diesem Bereich lässt sich bis heute eine grundlegende Veränderung erkennen: Die Einbindung privater Akteure in die Stadtentwicklung gilt mittlerweile als unumgänglich. Ein Beispiel für eine solche Einbindung sind so genannte Business Improvement Districts (im Folgenden: BID). Innerhalb eines BIDs schließen sich die Eigentümer in einem zentrumsnah gelegenen Gebiet zusammen und initiieren gemeinsame Maßnahmen, um eine Steigerung der Immobilienwerte zu erreichen sowie die Qualität des öffentlichen Raums, in dem sie leben, zu steigern (vgl. Vollmer 2008: 41 f.). Neben der öffentlichen Hand, also der Stadt oder den Gemeinden, wird demzufolge auch den privaten Akteuren eine zentrale Rolle zugeschrieben. Sie definieren die genauen Probleme und erfassen die Aufgaben, die sie im betroffenen Gebiet für nötig halten. Sowohl ein Maßnahmen- als auch ein Finanzierungskonzept wird von den privat Beteiligten bereitgestellt und verwaltet. Dennoch ist über diese bedeutsame Gruppe bisher relativ wenig bekannt.
