Echte Teilhabe für uns ist ohne Hürde!" (Protestsong von F. Beddermann - Stiftung Leben und Arbeiten) So steht es auch im Artikel 1 des Grundgesetzes. Die Menschenwürde für alle Bürger*innen der Bundesrepublik Deutschland wird als unantastbar bezeichnet (vgl. Art 1 GG - Einzelnorm 2017). Dennoch müssen in Deutschland viele Menschen mit Behinderungen mit Hürden kämpfen, die ihnen echte Teilhabe am gesellschaftlichen Leben erschweren. Dies betrifft einen großen Personenkreis. Laut den Angaben des Statistischen Bundesamtes von 2013 leben in Deutschland über 10 Millionen Menschen mit einer Behinderung. Im Durchschnitt hat somit jeder achte Einwohner eine Behinderung. Ca. 7,5 Millionen Menschen werden als schwerbehindert bezeichnet. Die Zahl von Menschen mit Behinderungen ist seit 2009 um 7% gestiegen. Die UN - Behindertenrechtskonvention (UN - BRK) machte jedoch Hoffnung, dass Teilhabe ohne Hürden möglich ist. Diese wurde in Deutschland am 26. März 2009 ratifiziert und trat damit in Kraft. Im Fokus der UN - BRK steht der Auftrag an die Gesellschaft Inklusion zu ermöglichen. Dieser Prozess soll aber nicht ohne Einbeziehung der Betroffenen stattfinden. So lautet das Motto der Konvention: "Nicht ohne uns, über uns". 2015 wurde Deutschland, nach einer Überprüfung durch die Vereinten Nationen, stark für die unzulängliche Umsetzung der UN - BRK kritisiert. Die Bundesregierung geriet in Zugzwang eine Neugestaltung zur Förderung der Inklusion zu erarbeiten. So entstand das Bundesteilhabegesetzt (BTHG), das mit dem 01.Januar 2017 in Kraft trat. Es sollte ein Gesetz entstehen, dass dazu beiträgt, die Rechte von Menschen mit Behinderungen umzusetzen.
